There has always been questions and complaints pertaining to the Soliciting of Bail on Jail and Court Property.<br />
<br />
The State of California has finally ruled on the this practice and has concluded that the state has the right to ban the practice.<br />
<br />
Please read the following for details on the States decision.<br />
<br />
Background<br />
The California Second District Court of Appeals recently ruled on a case, People v. Todd Russell<br />
Dolezal; which involved directly soliciting bail bond business at a county jail. The court ruled that<br />
prohibiting a bail bondsman’s direct solicitation of bail from arrestees does not violate the first and<br />
fourteenth amendment’s protection of commercial speech. Specifically, that Title 10, Chapter 5,<br />
Section 2079.1 of the California Code of Regulations (CCR), passes constitutional muster, under<br />
intermediate scrutiny, because it substantially serves the state’s interests and is sufficiently tailored to<br />
advance these interests.<br />
<br />
In the ruling, the court stated that the state had asserted three substantial interests: protection<br />
of arrestees from harassment, the facilitation of an efficient jail administration by preventing bail<br />
agents from congesting intake and visiting areas, and protecting the right to bail. The court<br />
further stated that soliciting bail is “commercial speech” that is subject to government<br />
regulation. For someone who has just been arrested, the court said, a jail is a stressful setting<br />
in which the inmate may lack the information needed to assess a sales pitch and may be<br />
vulnerable to pressure to make an immediate decision. The ban on unsolicited contact with an<br />
arrestee also helps preserve order and security by discouraging bail agents from showing up at<br />
the scene of an arrest or hanging out in jails to search for clients.<br />
<br />
Reminder of Bail Solicitation Laws<br />
The court’s decision in this case serves as a reminder that bail agents may not solicit bail from<br />
arrestees unless they receive a request for bail services from the arrestee, an adult member of<br />
the arrestee’s immediate family or a person designated by the arrestee in writing, to request<br />
such services. The regulations regarding solicitations that bail agents are required to comply<br />
with are Sections 2074, 2079 and 2079.1 of the CCR. The text of these regulations is as<br />
follows:<br />

Section 2079 of the CCR states that no bail licensee shall solicit bail except in accordance<br />
with Section 2079.5 and from:<br />
(a) An arrestee;<br />
(b) The arrestee's attorney;<br />
(c) An adult member of the arrestee's immediate family; or<br />
(d) Such other person as the arrestee shall specifically designate in writing. Such<br />
designation shall be signed by the arrestee before the solicitation, unless prohibited by the<br />

rules, regulations or ordinances governing the place of imprisonment. If so prohibited, it may </div>
<div>
be signed after release of the arrested to ratify a previous oral designation made by him. </div>

<div>
Section 2079.1 of the CCR states that any solicitation of an arrestee himself pursuant to </div>
<div>
Section 2079 (a) shall be only after a bona fide request for bail services has been received </div>
<div>
from the arrestee or from a person specified in Section 2079 (b) or (c). Any solicitation of a </div>
<div>
person specified in Section 2079 (c) or (d) shall be only between the hours of 7 o'clock a.m., </div>
<div>
and 11 o'clock p.m., unless the bail licensee is directly and specifically authorized in writing </div>
<div>
by the arrestee or the arrestee's attorney to make such solicitation at some other specific </div>
<div>
time. </div>

Section 2074 of the CCR states that except as provided in Sections 2074 and 2079.5, no </div>
<div>
bail licensee shall solicit any person for bail in any prison, jail, or other place of detention of </div>
<div>
persons, court or public institution connected with the administration of justice; or in the </div>
<div>
halls or corridors adjacent thereto; provided that a bail licensee may in such halls, corridors </div>
<div>
or in other rooms or areas where not prohibited by local rule or ordinance transact bail with </div>
<div>
persons specified in Section 2079 who have prior to transaction, requested his services. </div>
<div>

<div>
Insurance Code section 1814 provides, "The violation of any…rule of the [insurance] </div>
<div>
commissioner made pursuant thereto, is a public offense, punishable by fine not exceeding ten </div>
<div>
thousand dollars ($10,000), or by imprisonment pursuant to subdivision (h) of Section 1170 of </div>
<div>
the Penal Code [Felony], or in the county jail not exceeding one year [Misdemeanor], or by both </div>
<div>
that fine and imprisonment." (Ins. Code, § 1814.)</div>

Fugitive Thompson was originally bailed out on August 9th on charges of Penal Code 69 and Penal Code 1203.2 a probation violation. Fugitive Thompson's total bail was $26,000.00 dollars. </div>

The Felony Domestic Violence charges were dropped with a conviction of the lessor charge of Disturbing the Peace.</div>

Concerned that there may be something wrong with the aircraft, the Air-24 crew notified Lakewood Sheriff’s Station deputies of the landing on Del Amo Boulevard, between Paramount Boulevard and Cherry Avenue, Lakewood.
Once the crew was clear to land, the crew was able to land under full power of the aircraft.
Once they landed safely, the sheriff's flight crew made an outside check of the helicopter which revealed that the loud noise was caused by a bird striking the fuselage (the cabin) above the pilot canopy.
The full damage to the aircraft will be assessed by Los Angeles County Sheriff's helicopter mechanics. Air-24 is an American Euro Copter.
Del Amo Boulevard, between Paramount and Cherry Avenue, Lakewood, will be closed for approximately 2-3 hours.
Depending on the damage, Sheriff's Aero Bureau Air-24 may have to be moved via a trailer.
No one was injured, and there was no property damage caused by the landing.

Recently it has come to our attention that a local here in Santa Clarita has been arrested for allegedly posting criminal threats against children on an ESPN internet web site. Once discovered by the provider of the internet services ESPN was very quick in reporting the alleged threats to the proper authorities here in Santa Clarita. The suspect Eric Yee 21, was arrested Monday September 17, 2012 at approximately 5:00pm and booked at the <a href="http://www.citiesweserve.com/santa-clarita-valley-sheriff-station/" target="_blank">Santa Clarita Valley Sheriff station</a>.<br />

The possible kidnapping victim is believed to be a male Hispanic approximately 10-13 years of age wearing black shirt and a black backpack.<br />

The witnesses, which have come out so far, described the suspects as 2 Hispanic males in their mid-30's. The suspects are alleged to have grab the victim off of the sidewalk along Avenue S in the city of Palmdale.<br />
<br />
It is believed that based on the information provided the suspects were driving a tan compact pickup truck with two rear cargo doors, a rear sliding window, and tinted windows. Both the identity the alleged victim and suspects is not known.<br />
<br />
Los Angeles County Sheriffs Deputy's and Detectives have canvased the area looking for more information and have also checked with local schools and no children have gone missing.<br />

<span style="font-family: inherit;"><span style="background-color: white; color: #222222;">Palmdale Deputies pursued two suspects throughout the eastern end of the city before they gave up near a gas station at 30th Street East and Palmdale Blvd. </span></span></div>
<span style="font-family: inherit;"><br style="background-color: white; color: #222222;" /></span><span style="font-family: inherit;"><span style="background-color: white; color: #222222;">The incident began when Palmdale Sheriff’s Station received a call form a concerned citizen indicating there was a suspicious grey GMC truck in the “Desert Winds Community Church” parking lot, located at 38117 13th Street East in the City of Palmdale. </span></span><span style="font-family: inherit;"><br style="background-color: white; color: #222222;" /></span><span style="font-family: inherit;"><span style="background-color: white; color: #222222;">As deputies approached the vehicle they observed 51 year old James Balladarez seated in the driver seat of the vehicle and 27 year old Katherine Howard seated in the rear extended portion of the truck. As deputies began identifying why Balladarez was in the closed church’s parking lot, he became agitated and started digging for an item in the center console of the vehicle. Balladarez slid his hand inside of a cloth bag, retrieved from the center console, and placed it to his head indicating he had a firearm in the bag and was threatening to harm himself. </span></span><span style="font-family: inherit;"><br style="background-color: white; color: #222222;" /></span><span style="font-family: inherit;"><span style="background-color: white; color: #222222;">Deputies immediately began ordering Balladarez and Howard out of the vehicle and to drop the firearm while assisting units responded to their location. Upon the arrival of assisting units Balladarez still refused to exit the vehicle and appeared upset and irrational in his behavior. Howard, who was still in the back of the car, appeared to be conversing with Balladarez, and deputies believed was asking him to release her from the vehicle. </span></span><span style="font-family: inherit;"><br style="background-color: white; color: #222222;" /></span><span style="font-family: inherit;"><span style="background-color: white; color: #222222;">Deputies continued to attempt to coax Balladarez, when he abruptly drove out of the parking lot, with Howard in the vehicle, and led Palmdale personnel on a slow speed pursuit through the eastern Palmdale area. During the 15 minute pursuit Balladarez stopped approximately four times and appeared to be surrendering to authorities, however again drove off each time. </span></span><span style="font-family: inherit;"><br style="background-color: white; color: #222222;" /></span><span style="font-family: inherit;"><span style="background-color: white; color: #222222;">Finally Balladarez drove the truck into the parking lot of a Chevron gas station near the corner of 30th Street East and Palmdale Blvd and stopped adjacent to one of the refueling pumps. Station personnel used less than lethal weapons to break the rear window of the truck, and deployed a CS Gas canister into the interior of the vehicle. Balladarez exited the truck and surrendered without further incident. </span></span><span style="font-family: inherit;"><br style="background-color: white; color: #222222;" /></span><span style="font-family: inherit;"><span style="background-color: white; color: #222222;">Balladarez was transported and booked at the Palmdale Sheriff’s Station on charges of Evading a Peace Officer, Possession of Illegal Weapons, Ex-Felon in Possession of Ammunition, and an outstanding forgery warrant. Through follow up investigation Deputies determined that Howard was working with Balladarez to elude officers and she was subsequently charged with resisting a police officer and two outstanding warrants for theft and driving under the influence. Deputies were not able to locate a firearm inside of the truck and believe he simulated the firearm using a pair of vise grips inside of the bag. </span></span><br />

On Wednesday September 12 2012, the quiet city of Santa Clarita, Canyon Country, was the starting point of what some call a Robbin Hood story. A local Bank of America on the 19000 block of Soledad Canyon was robbed by 4 men. Shortly after the robbery, a vehicle pursuit began. It is alleged by the Los Angeles County Sheriffs office that at least 3 of the 4 supects are reputed Rollin' 40s Crips gang members. There are currently 3 suspects in custody with the 4th still at large.<br />

The 3 suspects in custody are the following: Phillip Ely 29, Lavelle Mosley 22, and Terion Lamarr Collins 25. To the left are the Los Angeles County booking sheets. The long chase came to an abrupt stop after the 4 men were trapped by traffic in the the city of Los Angeles. Before the men could be arrested they threw out large amounts of money, the exact dollar amount is unknown. The suspects could be seen driving through residential neighborhood throwing out the money as locals looked on; of course it didn't take long until swarms of people rushed the tossed money.<br />

As of the writing of this story only $1500.00 dollars has been recovered by local lawenforcement, the exact dollar amount taken in the robbery has not been released by authorities.<br />

<span style="font-family: inherit;"><span style="background-color: white; color: #222222;">On Wednesday, September 12, 2012 Palmdale Station deputies responded to the 30000 block of Briggs Road, Agua Dulce, after receiving a call of a kidnapping that had just occurred. When deputies arrived they contacted the 59 year-old female victim who told deputies the suspects tied her up, assaulted her and threatened to kill her with a handgun. After the suspects left, she was able to free herself and discovered her 23 year-old son was missing and believed he had been kidnapped. </span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">Deputies obtained the suspects’ vehicle description and relayed that information to assisting patrol deputies. A short time later, <a href="http://www.santaclaritabailbonds.net/" target="_blank">Santa Clarita</a> Station deputies observed the suspects’ vehicle and conducted a felony traffic stop on the Northbound 5 freeway at McBean Parkway. Both suspects were found inside the vehicle along with a large amount of marijuana. The male victim was not found inside the vehicle. No weapon was recovered at the time of the traffic stop. </span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">Palmdale Station deputies conducted a ground search of the area near the incident location. The male victim was found by a Sheriff’s helicopter hiding in a ravine approximately ¼ mile from the incident location. He said he had been tied up and forced, by gun point, into the suspects’ vehicle. The suspects threatened to kill the victim. The victim was able to free himself, flee from the vehicle and hide in a ravine until he was found by Sheriff’s Deputies. Both victims sustained minor injuries. </span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">The suspects were transported and booked at the Palmdale Sheriff’s Station. They were both charged with Assault with a Deadly Weapon, Kidnapping and Criminal Threats. The ongoing investigation will be handled by the Palmdale Sheriff’s Station Detective Bureau.</span></span><br />

The witnesses described the victim as a male Hispanic 10-13 years of age, wearing a black shirt and black backpack.
The witnesses said the victim was grabbed by two Hispanic men in their mid-30’s, who put the boy into a tan compact pickup truck and drove westbound on Avenue S.
The tan compact pickup truck was described as having tinted windows, with two rear cargo doors, and a rear sliding window.
The identity of the possible kidnap victim and the two men is not known.
Los Angeles County Sheriff’s investigators have been working with area schools throughout the day and following other possible leads to see if a kidnapping did or did not actually occur.
Deputies have gone door to door with Sheriff’s volunteers and Sheriff’s Antelope Valley Search & Rescue deputies canvassing the neighborhood for clues. They have checked with area schools and followed up on any students who did not attend school who matched the description. All were found to be okay.
No missing children matching the description have been reported in the Palmdale area Tuesday morning.

The investigation into the circumstances surrounding the shooting death of a woman is under investigation by Los Angeles County Sheriff’s Department Homicide detectives. A suspect is in custody.
Sheriff's Homicide investigators have learned that on Thursday, September 6, at 11:15 p.m. a deputy assigned to Century Sheriff's Station attempted to make a traffic stop of a car for vehicle code violations.
The suspect's car, a green Mercury Cougar, pulled over to the curb near the 4100 block of Alma Avenue, Lynwood.
The deputy heard a gunshot and saw a flash from inside the car before the suspect drove the car away at a high rate of speed.
The deputy turned on his radio car's overhead red lights and siren and went into pursuit of the car.
During the pursuit the suspect pushed a woman out of the car at the intersection of Josephine Street and Harris Avenue in Lynwood.
Several sheriff's deputies continued the pursuit of the suspect while other deputies tended to the woman. The victim, who has not yet been identified, was pronounced dead at the scene.
The suspect got out of his car at the 14000 block of Chadron Avenue, Hawthorne and barricaded himself in an apartment.
Century Sheriff's Station deputies, neighboring sheriff's station deputies, and Hawthorne police officers surrounded (contained) the area so that the suspect could not escape, and evacuated several nearby apartments for the safety of the residents.
Special Weapons Team deputies from the Special Enforcement Bureau of the Los Angeles County Sheriff's Department soon arrived on the scene, as well as Crisis Negotiation Team members whose goal is a peaceful surrender of the suspect.
At approximately 1:50 a.m. Friday morning, 30-year-old Suspect Juan Diego Valencia, of Los Angeles, walked out of the apartment and surrendered to Sheriff's Special Enforcement Bureau deputies.
The suspect was booked at Century Regional Detention Facility for Murder and is being held in lieu of a million dollars bail.
A firearm was recovered.
Investigators believe the victim and suspect knew each other but the details of how they knew each other is not yet known.

The suspect in this case is WANTED for sexual assault of a minor.
At the start of the incidents, the victim was allegedly befriended by the suspect who was an assistant wrestling coach for Rosemead High School from 2007 to 2009. Since 2010 to the present time, he has been employed as a wrestling instructor of the Bad News Panthers Children Wrestling Club in Rosemead.
The suspect is Herbert Daniel Ortiz. He is also known as (AKA) Herbert Ortiz Monroy, a 29-year old Hispanic male, 5’8, 160 lbs. His last known residence was in Baldwin Park.
The sexual abuse allegations were disclosed by the victim to his mother.
Investigators were told of the alleged abuse by a victim's mother. She said she had been alerted to a “Youtube” video on the internet. In the video, another male alleged he was victimized by the suspect and was warning viewers, specifically those residing in Rosemead, California, to protect their children. The mother recognized the suspect as a former assistant wresting coach at Rosemead High School and asked her 14-year old son if he had been a victim. Her son then disclosed the sexual abuse by the suspect.
The crimes occurred in the cities of Rosemead, El Monte and Baldwin Park.
During follow-up investigation, detectives learned that the suspect had knowledge that the “Youtube” video had been posted to the internet.
Sheriff's Special Victims Bureau detectives have been unable to locate the suspect and it is believed the suspect is intentionally eluding detectives due to the alleged offenses.
Investigators believe there may be additional victims who may have been sexually abused by the suspect.

Armed and Dangerous felony Suspect, Darnell Washington, escaped from county jail in San Bernardino County with the aid of his wife Tania on Aug. 28, 2012, and is now wanted for shooting a deputy sheriff in Los Angeles County on Sunday as well as multiple carjackings.
After shooting an L.A. County Sheriff's deputy in South El Monte Sunday morning, Suspects Darnell Washington and Tania Washington committed multiple carjackings. The last vehicle they were seen in was carjacked in South Gate Sunday morning and is a:

The 39-year old Temple Sheriff's Station deputy sustained non-life threatening injuries. He was treated at a local hospital and released the same day. The deputy is a 11-year veteran of the Sheriff’s Department, and has been assigned to Temple Station for the past 6 years.
Suspect Darnell Washington is described as a male Black, 24-years old, 6’2,” 197 lbs.
Suspect Tania Washington is described as a female Black, 25-years old, 5’3,” 130 lbs.
The suspects were last seen in South Gate on Sunday, September 2, 2012, at approximately 9:00 A.M.

An attorney became the victim of robbery this weekend, while walking in the 43600 block of Sierra Vista Drive, <a href="http://lancasterbailbonds.net/" target="_blank">Lancaster</a>.
At a quarter before 7:00 PM on Saturday, August 25, 2012, as the unsuspecting victim talked on his iPhone, he saw a man sitting in a truck parked on the same side of the street waive him over. The victim walked over to the suspect’s truck, a burgundy Chevrolet Silverado with paper plates, to see what he wanted.
When the victim approached the truck, the suspect brandished a black pistol, and demanded the victim’s iPhone and wallet. Fearing for his safety, the victim relinquished his iPhone and wallet to the suspect.
The suspect fled the location in the truck with the stolen items. The victim attempted to follow the suspect without success.
Lancaster Sheriff’s Station Deputies Doty and Whalen heard the robbery in progress call broadcast over their Sheriff’s radio and began searching for the suspect.
The deputies found the suspect lying underneath his vehicle, parked in the residential neighborhood of the 3800 block of West Avenue K-14.
The deputies detained the suspect and subsequently recovered the victim’s stolen property.
In addition to the victim’s recovered property, deputies located property stolen during the commission of a robbery the week prior in Palmdale.
A black b.b. gun concealed in the dashboard of the suspect’s vehicle was also recovered.
The suspect was identified as Jorge Quinones, a 24 year old male resident of Downey. He was arrested for Robbery, booked at Lancaster Sheriff’s Station, and is being held in lieu of $100,000 bail.

There have been several reported incidents that began while school was still in session in the spring. In an effort to reduce the number of persons killed and injured in alcohol involved crashes, DUI checkpoints are conducted to identify offenders and get them off the street, as well as educate the public on the dangers of impaired driving.
All too often, members of our community are senselessly injured or killed on local roadways by impaired drivers. This DUI/CDL checkpoint is an effort to reduce those tragedies, as well as insuring drivers possess a valid driver’s license. A major component of these checkpoints is to increase awareness of the dangers or impaired driving and to encourage sober designated drivers.
A DUI/CDL checkpoint is a proven effective method for achieving this goal. By publicizing these enforcement and education efforts, the Los Angeles County Sheriff’s Department believes motorists can be deterred from drinking and driving.
Traffic volume and weather permitting, all vehicles may be checked and drivers who are under the influence of alcohol and/or drugs will be arrested. Our objective is to send a clear message to those who are considering driving a motor vehicle after consuming alcohol and/or drugs – Drunk Driving, Over the Limit, Under Arrest. 4. The suspect's truck was described as a small white 2-door pickup truck (one said possibly a Nissan Frontier and ther other said it had a black box in the back).
5. One happened at 1:00PM (on a Thursday) and the other at 2:20PM (on a Saturday).
6. In each case the suspect allegedly drove up alongside in the pickup truck and attempted to grab the victim.

* Attempt Kidnap of 14-Year Old Girl, Azusa, Aug. 16, 2012
A 14-year old Hispanic girl was walking in a residential community on Thursday, 08/16/2012 at 1:00PM.
When she walked near Orange Crest Avenue, north of Citrus Edge Street, Azusa (unincorporated area), she saw a man in his mid-30's driving a small white 2-door Nissan pickup truck (possibly a Nissan Frontier) pull up next to her.
The suspect reached out from his truck and attempted to grab the victim. She managed to escape the suspect’s grasp and ran away. The suspect then drove away and was last seen driving westbound on Citrus Edge Street from Orangecrest Avenue.

A 16-year old Hispanic girl was walking in a residential community on Saturday, 07/28/2012 at 2:20PM. Her two friends, aged 13 and 15 years old were walking nearby.
When they walked near Orkney Street and Fenimore Street, Azusa (unincorporated area), they saw a man in his mid-20's driving a small white pickup truck pull up next to the 16-year old victim.
The suspect reached out from his truck with his left arm and wrapped his arm around the victim’s buttocks area and pulled the victim towards him. The victim punched the suspect on the left side of his face, broke free and ran from the suspect. The suspect then drove away.
Suspect description:
Male Hispanic, mid-20's, long dark hair protruding from under a black baseball cap with a green bill bent upward, sunglasses.
Suspect vehicle: Small white 2-door pickup truck, with a black box in the back (Possibly a mesh tool box with a zipper and orange logo on the front of the box).

SAFETY TIPS:
The National Center for Missing and Exploited Children (http://www.missingkids.com) offers the following safety tips for parents to discuss with their youngsters:
Travel with a friend, or better yet, a group of friends when riding your bike or walking to or from school or other destinations.
If a stranger offers you a ride somewhere, say no, and run away. Adults should define "stranger" and give safety tip examples to help youth, especially young ones, know what you mean.
If someone follows you on foot, get away as quickly as you can. Go to someone's house you know, or run to other people, or just run away.
If someone is following you in a car, turn around and go in the opposite direction or take a path where a car would not go.
Never leave school or any other extracurricular activity or event with someone who makes you feel uncomfortable. Detectives from the Sheriff’s Special Victims Bureau are investigating allegations of sexual abuse by a youth soccer coach in the <a href="http://www.palmdalebailbonds.com/" target="_blank">Antelope Valley</a> area.
Suspect Renoir Valenti, is a 50-year old White male and has been an American Youth Soccer Organization (AYSO) soccer coach and referee for over 16 years in the Antelope Valley. He coached teams that included 9-14 year old boys.
He became the subject of an investigation in July 2012 when the mother of a 9-year old boy reported that her son had been molested. This incident was not related the suspect being a soccer coach.
Over the course of the investigation, Detectives identified two additional boys under the age of 15, who were soccer players, who had also allegedly been molested by the suspect.
Los Angeles County Sheriff’s investigators believe that the suspect used his position as a soccer coach as a method to meet and befriend children.
On Monday, August 6, 2012, Valenti was arrested by Sheriff’s detectives at his residence on the 42900 block of 59th Street West, Lancaster.
On Wednesday, August 8, 2012, the Los Angeles County District Attorney’s Office filed two counts against the suspect of felony Continuous Sexual Abuse of a Child and two counts of Annoying or Molesting a Child.
Suspect Valenti is currently in the custody of the Los Angeles County Sheriff’s Department with bail set at $1 million dollars. His next court date is Monday, August 20, 2012 at Antelope Valley Court.

Lancaster Sheriff's Station Detectives Sullivan and Williams received a burglary in progress call at 10:50AM Friday, on the 600 block of West Avenue H-12, in the City of Lancaster.
Information included that two men were taking appliances from a home and loading the items into a gold colored Chevrolet Malibu.
While driving to the location, detectives witnessed a male matching the suspect’s description walking from the 600 block of Woodgate Street, Lancaster, and detained him for burglary.
The lone male initially stated he lived in Palmdale but law enforcement records revealed he was on active parole and lived across the street from the burglarized home.
In the subsequent investigation detectives searched his home and recovered the stolen computers, electronic equipment, and loaded shotguns valued at $4000 which had been stolen earlier that day.
During a search of his residence, a second male suspect and two additional female adults were detained and later arrested.
The females were arrested for accessory to burglary and child endangerment charges being their children, ages 2,4, 6, and 10 years had access to the loaded 12 gauge shotguns leaning against a wall in a bathroom.
The children were taken into protective custody and released to the Los Angeles County Department of Children Services.
The victims were neighbors who were out of town.

When they arrived, they noticed the rear of the house was on fire with black smoke spewing out from the roof. They also heard a male voice calling for help from inside the home.
The deputies were initially unable to gain entry into the home due to metal security bars on the windows and doors.
One deputy forcibly pulled off one of the security bars with his hands and broke a window to the home. The small opening was not big enough to allow the deputies to gain entry, so they quickly moved over to a locked kitchen security door in an attempt to gain entry. Again the deputies was too big to get through the small opening.
Meanwhile, the victim’s neighbor, a 59 year-old male, came to the aid of the deputies. He was smaller and was able to squeeze through the small opening the deputies had created in the window. Once inside, he opened the kitchen door so the deputies could come inside the home.
By this time, the house was filled with black smoke but deputies ran into the burning house, located the victim, and carried the 85-year old male resident outside to safety.
The 85-year old victim and two deputies were transported to local hospitals where they were treated for their injuries. The victim was later released; however, the two deputies have been admitted to the hospital for overnight observation. They are in stable condition. The neighbor was seen by Los Angeles County firefighters at the scene, but declined further medical treatment.
Los Angeles County Firefighters acted quickly and saved the house. Per firefighters, the fire was deemed accidental and caused approximately $25,000.00 in structural damage and $5,000 in property damage.
"The deputies and brave neighbor quickly worked together to save the man's life," said Captain Mike Parker, Sheriff's Headquarters Bureau. "We are certainly proud of our deputies, but the victim was also very fortunate to have a neighbor brave enough to climb through iron bars into a burning house to save him."

We at <a href="http://www.allamericanbailbonds.net/palmdale-bail-bonds" target="_blank">All American Bail Bonds</a> would like to inform the residents of Palmdale that the <a href="http://www.palmdalebailbonds.com/" target="_blank">Palmdale Sheriff’</a>s Station Traffic Unit will be conducting a DUI Checkpoint on Friday, August 10, 2012 at an undisclosed location within the city limits between the hours of 6:00 p.m. and 2:00 a.m. DUI checkpoints are a proven enforcement tool effective in reducing the number of persons killed and injured in alcohol involved crashes. Research shows that crashes involving alcohol drop by an average of 20 percent when well-publicized checkpoints are conducted often enough.
Deputies will be contacting drivers passing through the checkpoint for signs of alcohol and/or drug impairment. Deputies will also check for proper licensing and will strive to delay motorists only momentarily. Drivers caught driving impaired can expect jail, license suspension, and insurance increases, as well as fines, fees, DUI classes, other expenses that can exceed $10,000.
“Over the course of the past three years, DUI collisions have claimed 7 lives and resulted in 88 injury crashes harming 121 of our friends and neighbors,” said Palmdale Sheriff’s Station Sergeant M. Johnston.
According to the National Highway Traffic Safety Administration (NHTSA), checkpoints have provided the most effective documented results of any of the DUI enforcement strategies, while also yielding considerable cost savings of $6 for every $1 spent. Checkpoints are placed in locations that have the greatest opportunity for achieving drunk and drugged driving deterrence and provide the greatest safety for officers and the public.
“Deaths from drunk and drug-impaired driving are going down in California,” said Christopher J. Murphy, Director of the California Office of Traffic Safety (OTS). “But that still means that hundreds of our friends, family and co-workers are killed each year, along with tens of thousands who are seriously injured. We must all continue to work together to bring an end to these tragedies. If you see a Drunk Driver – Call 9-1-1.”
Funding for this checkpoint is provided to the City of Palmdale by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, targeting those who still don’t heed the message to designate a sober driver.<br />

On Saturday, August 4, 2012, at approximately 10:35 p.m., Long Beach Police responded to a mobile home park in the 6400 block of Atlantic Avenue, in regards to a shooting. Once on scene, they discovered the body of 22-year-old Eleonora Rivera Hidalgo inside a vehicle parked at a residence within the park. Victim Hidalgo, who had sustained a gunshot wound to her upper torso, was being treated by witnesses. She was transported to a local hospital by paramedics and pronounced deceased shortly after arriving.
The preliminary investigation revealed that prior to the shooting, the victim and the suspect were arguing inside the vehicle that was parked outside their home. When a gunshot was heard, witnesses went outside to check on the couple and found the injured victim in the vehicle. As the suspect fled, he attempted to steal an unoccupied vehicle and was last seen jumping over a fence in the complex before disappearing from the area and remains outstanding.
The victim and suspect lived together at the location and shared three children, ages seven, six, and two, who are now in the care of family. The suspect is identified as 24-year-old Marcos Gustavo Zermeno, a male Hispanic, 5’6” tall and 170 pounds with black hair and brown eyes. Suspect Zermeno is a documented gang member and has a tattoo on his lower right neck that reads “Eleonora,” a collage of skulls on his right shoulder, and “Compton” on his right forearm. Detectives believe there is a possibility he may try to flee to Mexico<br />

Here at <a href="http://www.allamericanbailbonds.net/palmdale-bail-bonds" target="_blank">All American Bail Bonds in Palmdale</a> it has come to our attention that the Los Angeles County Sheriff's Homicide Bureau detectives are continuing their investigation into the circumstances surrounding a deputy-involved shooting that occurred in the 38500 block of Larkin Avenue, Palmdale, Friday at 6PM.
Palmdale Station sheriff's deputies responded to a call of a male acting violently, family members reported that the male relative was possibly under the influence of drugs. However, he left the location prior to the deputies' arrival.
Deputies began searching the area for this individual. While deputies were patrolling the area, they were flagged down by an off-duty Los Angeles Police Department officer who told them that he and his fiance had just been assaulted by a male with a metal pipe. The suspect matched the description of the person the deputies were searching for.
Two deputies saw a man matching the description of the suspect standing in the middle of the street in the 38500 block of Larkin Avenue.
When the suspect saw the deputies, he fled into the rear yard of a residence. The deputies followed the suspect into the rear yard.
The suspect attempted to scale a high block wall, but deputies were able to pull the suspect down from the wall and a physical altercation ensued.
During the fight the suspect gained control of one of the deputy's duty weapon, and pointed it at him. The deputy quickly pushed the suspect's hands upward and at that moment the suspect fired at least one shot into the air.
The deputy drew his back-up weapon and fired multiple rounds at the suspect. Simultaneously, the second deputy saw the suspect with a gun and fired multiple shots at the suspect.
The suspect was struck multiple times in the upper torso; he collapsed and dropped the deputy's duty weapon. Paramedics pronounced the suspect dead at the scene.
One deputy sustained a broken hand during the altercation and was treated at a local hospital. The assault victims were also treated and released from a local hospital.
No deputies or civilians were struck by the suspect's gunfire.
Whenever an Officer Involved Shooting occurs involving Los Angeles County Sheriff's deputies and it results in a fatality, multiple independent investigations immediately begin at the scene. These include separate investigations by the Office of the Los Angeles County District Attorney and Office of the Los Angeles County Cornoner, in addition to investigations by Sheriff's Homicide Bureau and Internal Affairs Bureau. Attorneys with the Los Angeles Office of Independent Review also respond to the scene and have full access to the facts known to the Sheriff's Department throughout every phase of these investigations. Once concluded, every aspect of the shooting is reviewed by the Sheriff's Executive Force Review Committee.
