Deputies Arrest Parolee after Sexually Assaulting Victim From Bail Bondsman In Palmdale

Palmdale Deputies arrested a parolee Wednesday afternoon after he sexually assaulted a victim in a store parking lot. The incident occurred when Palmdale Station received a call from an informant indicating they believed a 30 year old Black Male was harassing a female in the parking lot of the Auto Zone located near the 1100 Block of east Palmdale Blvd. When deputies arrived, they were confronted by a 37 year old female victim who told them she had just been sexually assaulted by a man that approached her in the parking lot. The victim told deputies she was working on her vehicle in the lot of the store when the suspect approached her and claimed to be a mechanic. When the victim refused the suspects’ offer to help, the suspect became angry and pinned her against the vehicle and began sexually assaulting her. The victim attempted to resist the suspect, but was over powered while she pled for help. The assault continued until suddenly the suspect was interrupted by a store employee who was walking through the parking lot. Seeing the store employee walking in the parking lot she asked for help, and told them she had just been assaulted by the suspect who was walking away. The employee jumped in their personal vehicle and began following the suspect while communicating with other store employees. The store employee followed the suspect towards the Courson Park area, near 11th Street East and Avenue Q12, where he lost sight of him. This information was broadcast to responding units who used the detailed description of the suspect to locate 41 year old Corey Green, walking northbound 10th Street East from the Courson Park area. Deputies detained Green, who was later positively identified as the suspect that assaulted the victim in the parking lot. The victim was transported to a local medical facility for treatment of her injuries sustained during the attack and is currently working with investigators on the incident. Green was transported to Palmdale Sheriff Station where he is being held on charges of Attempted Rape, Penetration with a Foreign Object, and Sexual Battery. It was later discovered Green is also on active parole with an ankle monitor for sexual assault and is currently a registered sex offender. He is being held without bail due to his parole status and is scheduled for arraignment on July 13th 2012.

Palmdale Detectives Seek Public’s Help in Identifying Forgery Suspects From Bail Bondsman In Palmdale

Palmdale Sheriff’s Station is seeking the public’s help in identifying two forgery suspects operating in the Antelope Valley area. The two suspects are using fraudulent checks to obtain merchandise and cash from major retailers in the Palmdale area. Detectives have been able to link the suspects to multiple incidents. Station Detectives are seeking the public’s help in identifying the suspects. Both suspects are described as 20 to 30 year old Black Males. One suspect is described as being 5’06” to 5’10” and weighing approximately 160 to 180 pounds. The second suspect is described as being 6’00” to 6’04” and weighing approximately 170 to 200 pounds.

Palmdale Station Confiscates over 300 pounds of Illegal Fireworks over the Fourth of July From Bail Bondsman In Palmdale

The City of Palmdale funded three teams and command post personnel to target illegal fireworks within the city. This included four deputies assigned to the county summer suppression team, which enforced the use of any fireworks in the county area. This team consisted of one lieutenant, three sergeants and twenty seven deputies, in addition to the Palmdale Station’s normal staffing for patrol related calls for service. The City of Palmdale also placed three, City of Palmdale Code Enforcement Officers with each team. The teams responded to 83 calls of illegal fireworks use throughout the night. Together they seized more than 300 pounds of illegal fireworks, and wrote twenty four administrative citations.

6500 lbs illegal fireworks, gun, cash seized from Compton home. 26,500 lbs fireworks seized by LASD this week From Bail Bondsman In Compton

Deputies from the Compton Sheriff's Station Special Assignment Team received information that illegal and highly dangerous fireworks were being stored and sold from a home in a heavily populated residential area in the City of Compton. Additional information was gathered by deputies which made it possible to obtain a search warrant for the duplex home on the 1100 block of East Pine Street, Compton. On Tuesday, July 3, 2012, at about 8:30AM, Los Angeles County Sheriff's deputies executed the search warrant at the home. Deputies found a large amount of illegal and highly dangerous fireworks inside the detached garage of the home. The entire garage had been converted into a fireworks stand and opened for business. Inside the garage were several closed and unsealed boxes of illegal fireworks. The fireworks recovered consisted of skyrockets, mortars, pyrotechnics, and explosives. Deputies also recovered, inside the home, a reported stolen firearm and approximately $30,000 in U.S. currency. The weight of the fireworks was estimated at about 6,500 pounds and a street value of over $15,000.00. "Storing large amounts of fireworks in a residential area is extremely dangerous," said Captain Diane Walker, LASD Compton Sheriff's Station. "One spark could have ignited thousands of pounds of gunpowder-filled dangerous fireworks. This could have been devastating and deadly for a neighborhood of innocent people." Six women and two men were detained. The two men were arrested. One suspect was arrested for several offenses including possession of an explosive device and selling fireworks without a proper permit. The other suspect was arrested for receiving stolen property, a stolen firearm. Los Angeles County Sheriff's Arson / Explosives investigators and Los Angeles County Fire Department firefighters were immediately notified of the fireworks seizure. Los Angeles County Fire Department firefighters took possession of the illegal fireworks and properly disposed of them. Both suspects were transported to and booked at the LASD Century Regional Detention Facility. The criminal case against both suspects will be submitted to the Los Angeles County District Attorney’s Office for filing consideration. The six females who were detained at the house were later released after determining they had no criminal involvement. This was the fourth major seizure of illegal dangerous fireworks by the Los Angeles County Sheriff's Department this week. A total of 26,500 pounds of dangerous illegal fireworks have been recovered by the LASD this past week.

2 Suspected Female Lookouts Arrested at Carson Home Burglary + 2 Males Arrested After They Ran From Bail Bondsman In Carson

On Wednesday, June 27, 2012, at 11:17 a.m., Carson Sheriff's Station deputies responded to a burglary in progress call in the 1400 block of Bach Street in the City of Carson. Responding deputies quickly contained the location and detained two females who may have been involved. During the investigation, it was determined the two females were suspected of acting as lookouts for male suspects who were allegedly in the process of burglarizing the home. The male suspects fled the location as deputies arrived. Stolen property and burglary tools were located in the backyards of several adjacent homes. Assisting sheriff's deputies were directed to the area where it was believed the male suspects fled. The male suspects were eventually detained several blocks from where the burglary occurred. Suspects Jackneshia Paxton (FB/25, resident of Los Angeles), Robert Benson (MB/22, resident of Los Angeles), Jameella Fletcher (FB/29, resident of Long Beach), and Calvin Sims Jr. (MB/18, resident of Watts), were arrested for residential burglary and booked at Carson Sheriff's Station, Los Angeles County Sheriff's Department. The investigation is ongoing.

Palmdale Detectives need help identifying two Robbery Suspects that held up a convenience store Thursday afternoon From Bail Bondsman In Palmdale

The two suspects entered the convenience store near the 400 Block of East Palmdale Blvd, Thursday just before noon and began selecting items in the store. The two placed their items on the counter and while the clerk began ringing up the items one suspect removed a black revolver from his pocket and ordered the clerk onto the ground. While the suspect continued to point the firearm at the clerk, the other suspect rounded the counter and began removing the cash from the register drawer. After emptying the cash register, the two ran out of the store, through the front door and into the surrounding neighborhood. Both suspects are described as 18 to 20 year old Black Males. Both suspects are approximately 5’08” to 5’10” and weigh 160 to 180 pounds.

102 Felony Counts Alleging $1.8M Grand Theft & ID Theft by Real Estate Broker & Agent in Two Counties From Bail Bondsman In Long Beach

Suspect John Wesley Martynec, 38, of Long Beach, is a licensed real estate broker. Suspect Elek Andrade, 27, of Downey, is a licensed real estate salesperson. In a case investigated by the Commercial Crimes Bureau of the Los Angeles County Sheriff’s Department, on June 27, 2012, the Los Angeles County District Attorney’s Office charged Martynec and Andrade with 102 felony counts of Grand Theft and Identity Theft each. The charges were in connection with a complex and sophisticated fraud scheme resulting in the theft of nearly $1.8 million from their employer. The Los Angeles County Superior Court case number is BA399168. JTR Real Estate in Norwalk was in the business of purchasing residential real estate properties, fixing them up, and reselling them for profit. This is a practice commonly known as “flipping.” Results Mortgage, also located in Norwalk, was formed to provide financing for the properties owned by JTR Real Estate. Between November, 2003, and July, 2008, Martynec and Andrade were employed by JTR Real Estate and Results Mortgage. While employed there, it is alleged that Martynec and Andrade committed theft in the following ways: * JTR Real Estate purchased residential properties which were often occupied by renters. In order to avoid a lengthy eviction process, the company would offer cash pay outs to renters as incentive to move out voluntarily. It is alleged that Martynec and Andrade submitted false “move out” invoices to the company, claiming that cash pay outs were offered to renters, when in fact they were not. The identities of actual persons were stolen and placed on the fraudulent “move out” invoices. The suspects then diverted the money to themselves. * It is alleged that Martynec and Andrade submitted false invoices to their employer for contractor costs associated with the rehabilitation of properties, when in fact the work was never done, and then diverted the funds to themselves. * It is alleged that Martynec embezzled funds by creating false entries in financial ledgers and diverting funds to a company he controlled named JWM Enterprises. Defrauded properties were from throughout Los Angeles County and Orange County, including Anaheim, Compton, Covina, Downey, El Monte, Inglewood, Long Beach, Los Angeles, Montebello, Placentia, Pomona, Rosemead, South Gate, Temple City, West Covina and Whittier. Investigators determined the defrauded monies were used by Suspect Martynec to remodel his Long Beach home with a second floor addition, a pool, and outdoor BBQ area, as well as lavish vacations including $3,000.00 per night hotel suites in Maui. Large sums were also used to commit millions of dollars of mortgage fraud. On June 27, 2012, Los Angeles County Sheriff’s Deputies arrested Martynec at his home in Long Beach, and arrested Andrade at his home in Downey. Both are being held on $1,789,949 bail.

A Santa Ana bail bondsman pleaded guilty to and was convicted Friday of paying an inmate to drum up business inside the Orange County Jail, a conviction that will cost him his license and lead to six months in jail.
In 2009 and 2010, according to the Orange County district attorney’s office, James Everett Morris Jr., 49, who owns James Morris Bail Bonds, paid a jail inmate commissions for notifying him when other inmates needed bail. He will be sentenced in September.
Investigators found that the inmate received $100 one day and $200 another day for the referrals. To build the case, prosecutors used audiotaped phone calls made from the jail.
Another bondsman at the firm, Kenneth L. Hendrick, 49, of Mission Viejo, is accused of using 11 jail inmates to inform him about other inmates who needed bail between March and December 2010.
Twice, authorities said, Hendrick broke the law by recommending the name of an attorney while on the phone with an inmate. He could face 11 years and 8 months in prison if convicted.

State law forbids bail bonds agents from using inmates to solicit business.
Prosecutors say that if such a practice were allowed, it could promote a dangerous climate in which criminals competed for commissions and were tempted to use strong-arm persuasion to win them.

Stovetop Fire Leads to 2,000 pounds / $6 Million Marijuana Seizure From Bail Bondsman In Norwalk

Deputies at the Norwalk Sheriff’s Station responded to a condominium Thursday evening regarding a “fire” call on the 12000 block of Cheshire Street, Norwalk. When deputies and Los Angeles County Fire Department personnel arrived at the location, they saw smoke coming out of the windows. Based on the emergent nature of the situation, they made entry into the residence to locate possible victims inside. There was no one in the condominium. They determined the source of the smoke was food burning on the range top. After the fire was extinguished, the deputies noticed a large amount of marijuana in several adjacent rooms. Deputies obtained a search warrant and recovered over 2000 pounds of large packaged marijuana worth an estimated street value of over $6,000,000. Detectives were unable to locate any suspects and are investigating the owners of the condominium.

4 Arrested for Operating L.A. Chop Shop: Long Beach & Fullerton cars found chopped - TRAP From Bail Bondsman In Long Beach

On Wednesday June 20, 2012, at approximately 8:30 pm members from the Taskforce for Regional Autotheft Prevention (T.R.A.P.) conducted a probation compliance search at the 300 block of West 51st Street, Los Angeles. Detectives observed several males in the back yard dismantling a 2001 Acura Integra. When the detectives made contact with them, two males fled into the residence and were later located hiding inside. A resident of the location, 30 year-old Suspect Rashad Criss of Los Angeles and three other males; 29 year-old Suspect Joshua Gonzalez of Los Angeles, 27 year-old Suspect Bryan Agustin of Norwalk and 22 year-old Suspect Richard Lopez of Stanton, were arrested for operating a chop shop. The Acura was stolen from the Cal State Long Beach college campus earlier in the day. The owner was unaware that his vehicle had been stolen until he was contacted by law enforcement. Detectives also located components belonging to a 2006 Acura RSX stolen from the Cal State Fullerton college campus June 19, 2012. The victims of the thefts were from Redlands and Huntington Beach.

Victim chases Burglar out of home and follows him in car while dialing 911! From Bail Bondsman In Palmdale

Palmdale Station received a 911 call Tuesday morning indicating the caller was following a burglar she had just chased out of her home. The incident began when a Palmdale female resident was inside her home Tuesday morning near the 37000 Block of Vintage Dr. While in her home she noticed that her bedroom door had become locked from within. The resident, home with her husband and elderly mother, exited her house and saw that the screen covering the window leading into her bedroom had been pried off. She also saw that the door was no longer locked but stood wide open. Believing an intruder was in her home the resident ran back into her home just in time to see her husband chasing a Male, later identified as Brandon Simmons, from the inside of her home out through the front door. The resident jumped into her vehicle and began following the suspect, who was on foot, through the neighborhood while calling 911. Palmdale deputies responded to the scene and quickly broadcast a description of the suspect, who was shortly detained in front of the “Eagle Vision Community Church,” near the 2700 Block of East Avenue R. 19 year old Brandon Simmons was transported and booked at the Palmdale Sheriff Station on charges of Burglary and is being held on $50,000 bail. His arraignment date is scheduled for June 28, 2012, at the Michael D. Antonovich Antelope Valley Courthouse. Deputies determined Simmons had begun to rummage through the victim’s closet but believe he was surprised by the victims being home and attempting to enter the locked bedroom. When the Simmons fled the location he did not take any items from the residence.

LA County Dog fighting Hotline Tip Results in Felony Arrests of 12 Suspects from 4 Counties From Bail Bondsman In Palmdale

The latest phone tip to the L.A. County Dogfighting Hotline (1-877-662-3483) about a pending dog fight led to the felony arrests of 12 men from four Counties Saturday evening, June 23, 2012. The felony arrests for dogfighting and felony aiding and abetting dogfighting took place at a residence in the unincorporated community of Littlerock in the Antelope Valley of northern Los Angeles County. The tipster called the hotline and said that a man was taking his dog to be involved in a dog fight. Humane Society hotline officials contacted deputies with the Community Oriented Policing Services Bureau (COPS) of the Los Angeles County Sheriff's Department, who conducted a surveillance of the man and his dog. The suspect traveled to several locations in the Antelope Valley, eventually arriving at a house in the 8900 block of East Avenue T-12, in the unincorporated community of Littlerock on Saturday, which is policed by the Palmdale Sheriff's Station of the Los Angeles County Sheriff's Department. When sheriff's deputies approached the house, they saw eight pitbull dogs which appeared to be fighting dogs, some of which were tied to stakes in the yard. The dogs were kept apart from each other at the property so they would be ready to fight. Several dogs showed scars believed to have been caused by previous fights. They also found medical supplies, including syringes and medication allegedly used to treat dogs after they were wounded in fights. Scales used to weigh dogs and a study guide on the breeding of dogs and dog fighting was recovered. A dog fighting ring and a treadmill type machine (made of wooden slats) used for the forced physical conditioning of the dogs was held as evidence (photo). Los Angeles County Department of Animal Care & Control responded to the scene, assisted in the investigation, and took control of the dogs. The man deputies had been following as well as the homeowner and ten other adults were detained and eventually arrested for felony dogfighting or felony aiding and abetting a dogfight. The suspects were booked at Palmdale Sheriff's Station and are being held in lieu of $20,000 bail. Suspect Wilhite, the resident of the location, was additionally booked on three outstanding traffic warrants totaling $199,000. Barricaded Armed Parolee Shoots at Parents, then at Deputies From Bail Bondsman I Carson

A man and woman came to the Carson Sheriff's Station lobby Saturday at about noon and told deputies their adult son had just shot at them and their car in front of their home. The father had a minor wound to his foot as a result of the gunfire, and there was gunfire damage to their car. They added that their son had locked himself in their house and wouldn't let them in. Deputies arrived at the 40 block of South Camelback in Carson and asked the suspect to step outside. He refused. More patrol deputies were called to the scene to assist in containing (surrounding) the area. Meanwhile, Los Angeles County Sheriff's Department (LASD) Special Enforcement Bureau (SEB) Special Weapons and Tactics (SWaT) deputies and a K-9 and handler deputy were called to the scene and arrived soon thereafter. During the next eight hours, sheriff's deputies continued to try to convince the suspect to surrender. Meanwhile, deputies periodically heard gunfire coming from inside the location that was directed outside. Deputies took cover as fragmented stucco was seen coming out of the exterior walls as the gunfire could be heard inside. After repeated attempts to try to convince the suspect to step outside and surrender, Special Enforcement Bureau deputies fired tear gas into the home. Tear gas was sent inside three times but the suspect still did not surrender. Later, advanced technology was used by deputies to enter the location and assess the situation. It was determined the suspect was still alive inside the home and that he continued to pose a significant threat to the community and to deputies. The periodic gunfire from the suspect continued. At about 8:00PM, Special Enforcement Bureau Special Weapons Team deputies and K-9 and deputy handler entered the home. The suspect was found by the sheriff's K-9, who assisted in the arrest. The suspect was taken to the hospital by ambulance for treatment of K-9 bites as well as a self-inflicted gunshot wound to his upper body. His injuries were not considered to be life threatening. The suspect is a 31-year old parolee who resided at the home with his parents. A handgun was recovered inside the home. A more thorough search for additional firearms is taking place. No deputies were hit by gunfire. Deputies did not shoot their firearms. The suspect is facing multiple criminal charges including felony Assault with a Deadly Weapon on his parents, as well as Assault with a Deadly Weapon on Peace Officers. He is being held without bail for a parole violation. The criminal investigation is being handled by Carson Sheriff's Station investigators.

On Thursday, June 21, 2012, while having lunch with her children’s paternal grandmother, Suspect Rachel Guerrero left the location with her two male children, ages 21 months and 6 years old. Suspect Guerrero does not have custody of the children and did not have permission to take the children with her. On Friday, June 22, 2012, Suspect Guerrero agreed to meet and release the children to the maternal grandfather, who has full custody, at a local amusement park, but Suspect Guerrero never showed up. On Saturday, June 23, 2012, at 1:00 PM, Los Angeles County Department of Children Family Services (DCFS) personnel notified the Carson Sheriff's Station Watch Commander that the children may be in danger because the suspect suffers from mental health issues and it is believed she has a substance abuse problem. Because of this information, this case rose to the status of critical missing. Additional investigation revealed that the suspect may possibly be planning to leave the country with her children and go to the Dominican-Republic. The investigation is ongoing. Photos have been provided of the missing children and wanted Suspect Rachel Ann Guerrero (alias Rachel Guerro). Guerrero is 30 years old, female Hispanic, 505-110, black hair, and brown eyes. Suspect Guerrero frequents the Carson and San Pedro areas.

Advertising Contracts Forgery, Publisher Sentenced: Jail, Pay $370K to 30 V's. Santa Clarita Valley, Antelope Valley From Bail Bondsman In Santa Clarita

In July 2009, representatives from several businesses reported to Santa Clarita Valley Sheriff's Station deputies that they had been victimized by Michael Sepehri, the owner of Sepco Publishing, a company based in Santa Clarita. These allegations ultimately led to the felony conviction of Sepehri on July 14th for forging advertising contracts. The business owners alleged to detectives that they had negotiated a one year advertising contract with Sepehri to advertise in publications that had been in existence since 1996, including: The Greater Antelope Valley Resource Guide The Greater Santa Clarita Valley Resource Guide A dispute arose between Sepehri and the business owners regarding the terms of the contracts. Sepehri contended they had signed multi-year contracts, while the victims adamantly maintained they had only signed one year contracts to advertise. When the victims refused to pay for the extended terms in the contract, Sepehri threatened civil litigation, and in some cases carried through with this threat. He sued several of the victims, falsely claiming they had signed longer term contracts, and then forcing them into expensive court hearings, where he produced fraudently altered contracts. During a search of Sepehri’s Santa Clarita home by Los Angeles County Sheriff's Commercial Crimes Bureau investigators in February 2010, hundreds of customer contracts were seized. A forensic analysis of these contracts by the Sheriff’s Department Scientific Services Bureau (Crime lab) concluded that many of the victims contracts had been altered. A total of 42 victims from throughout the area were identified in this case. On August 23, 2011, a criminal complaint was filed through the Los Angeles County District Attorney's Office against 51-year old Michael Sepehri alleging 52 felony counts (Court case #PA071097). The counts included forgery, grand theft, and attempted grand theft. Sepehri eventually agreed to a deal in which he was permitted to plead guilty to only two Forgery counts, admit to special allegations regarding excessive victim losses, and agree to pay full restitution to the victims. On June 14, 2012, Sepehri was sentenced to 120 days in the Los Angeles County jail, 3 years felony probation and was ordered to pay $370,753.97 to 30 victims in the case. The restitution included attorney fees and advertising costs that resulted from the fraud. There is no evidence to indicate that any of the employees of the business were aware of the fraudulent activity, and investigators believe they were not involved.

SANTA ANA – A bail bond agent was convicted today in an 8-co-defendant scheme to illegally solicit inmates as bail clients from Orange County Jail. Cynthia Cheryl Shirey, 43, pleaded guilty to one felony count each of violating bail license regulations by permitting an unlicensed person to solicit and negotiate bail bonds on her behalf, violating bail license regulations by using a fictitious name to conduct bail bonds business, violating bail license regulations by failing to keep complete records of all business done under the authority of her license, and violating bail license regulations by transmitting to another person a fictitious communication authorizing the solicitation or negotiation of bail. Shirey was sentenced to nine months in jail and will have her bail bonds license revoked by the California Department of Insurance (CDI) as a result of the conviction.
Seven Co-defendants
Ernesto Perez, 37, Burbank, is charged with 49 felony counts of negotiating bail without a license and 56 felony counts of identity theft. If convicted, he faces a maximum sentence of 72 years and four months in state prison. Perez is out of custody on $150,000 bail and is scheduled for a pre-trial hearing June 25, 2012, in Department C-55, Central Justice Center, Santa Ana.
Richard Anthony Arant, 29, Silverado Canyon, pleaded guilty Nov. 18, 2011, to five felony counts of soliciting bail without a license and two felony counts of violation of bail license regulations. He was sentenced to 16 months in jail. Arant was in custody for misdemeanor driving under the influence of alcohol and driving on a suspended license (Case #11CM01467).
Jonathan Thomas Campos, 28, Long Beach, pleaded guilty April 29, 2011, to two felony counts of violation of bail license regulations and two felony counts of soliciting bail without a license. He was sentenced June 24, 2011, to two years in state prison for this case. He was sentenced to an additional two years, totaling four years in prison, for two other criminal cases (Case # 09HF1568 and Case #10WF1614), for which he was incarcerated at the time of the bail bonds scheme.
Jason Anthony Gatewood, 24, Fullerton, pleaded guilty Jan. 3, 2012, two felony counts of violation of bail license regulations and four felony counts of soliciting bail without a license. He was sentenced to 240 days in jail and three years of formal probation. At the time of the crime, Gatewood was in custody for felony false imprisonment by violence (Case #10CF1804).
Vaughn Michael Hutchins, 27, San Clemente, pleaded guilty to a court offer July 8, 2011, to four felony counts of soliciting bail without a license and two felony counts of violation of bail license regulations. He was sentenced to one year in jail and three years of formal probation. At the time of the crime, Hutchins was in custody for two felony counts of commercial burglary and misdemeanor providing false information to a police officer (Case #11CF0286).
Frank Matthew Tokeshi, 51, West Covina, pleaded guilty to a court offer Nov. 29, 2011, to four felony counts of soliciting bail without a license and three felony counts of violation of bail license regulations. He was sentenced to two years in state prison. At the time of the crime, Tokeshi was in custody for felony possession for sale of a controlled substance and misdemeanor driving under the influence of drugs (Case #10WF2031).
Mark Ward, 48, Las Vegas, pleaded guilty Oct. 28, 2011, to one felony count of violation of bail license regulations and two felony counts of soliciting bail without a license. He was sentenced to 180 days in jail and three years of formal probation. At the time of the crime, Ward was in custody for felony attempted murder, domestic violence with corporal injury, and residential burglary (Case #10HF1909).
Law Addressing Bail Bond Practices
California law prohibits licensed bail bond agents from soliciting bail business from any inmate or incarcerated person.
The law prohibits any person from negotiating the execution or delivery of bail unless they are a bail bonds licensee. Even for a licensed bail bondsman, California law prohibits bail bond licensees from unlawfully soliciting bail business from any inmate or incarcerated person.
California law prohibits any person without a bail bonds license from soliciting or arranging for the bail of another for compensation or receiving commission for a bail transaction.
Conduct by Defendant Perez and Six Inmate Co-defendants
Between Aug. 5, 2010, and March 15, 2011, defendants Arant, Campos, Gatewood, Hutchins, Tokeshi, and Ward were in custody in the Orange County Jail. During this time, Perez is accused of plotting with these six co-defendants to solicit other in-custody inmates to contact Perez to provide their bail. Perez was employed by Plotkin Bail Bonds but is not a licensed bail bondsman.
On 49 occasions, Perez is accused of acting as a bail bondsman without a license by negotiating with inmates to post their bail. Arant, Campos, Gatewood, Hutchins, Tokeshi, and Ward received payment from Perez in the form of money posted to their jail accounts in exchange for the illegal solicitations on behalf of Perez.
On 56 occasions during this time period, Perez is also accused of illegally using a legitimate bail bond license number belonging to a licensed bail bondsman from Bakersfield without the victim’s knowledge or consent. Perez is accused of using this stolen license number to log into an Orange County Sheriff’s Department database accessible only to licensed bail bondsmen to look up inmate bail information.
Conduct by Defendant Shirey
Shirey is a licensed bail bond agent who worked with Perez at Plotkin Bail Bonds. She permitted her unlicensed co-defendants to illegally solicit and negotiate bail bonds on her behalf with inmates in the jail. She conducted business under the name Bail Star Bail Bonds without receiving authorization to use the business names by CDI.
When visiting inmates in jail, bail bond agents are required to complete a Bail Bonds Visitation request form. This form is intended to prevent unscrupulous bail bond agents from gaining access to the jail to engage in illegal client recruitment. Shirey filled out false information on this form, claiming that her company had been initially contacted directly by the inmate or inmate’s family, in order to gain access to the jail to speak with inmates who had been illegally solicited as clients by her co-defendants.
Bail bond agents are required by law to keep complete and accurate records of all business done under the authority of their license to be available for inspection. On March 15, 2011, Orange County Sheriff’s Department (OCSD) detectives reviewed Shirey’s records. She failed to complete her records and failed to document how the agent or company was initially contacted by several inmates for the purpose of arranging bail.
This case was investigated by OCSD. Deputy District Attorney Brock Zimmon of the Special Prosecutions Unit prosecuted this case.

This is case is just another example of how a few can make an entire industry look bad. We do find it refreshing to see the county of Orange being proactive and we hope that other bail agents will see that if they illegally solicit than the hammer of justice will come down!

Serial Burglar Arrested by LASD Palmdale, 6 homes and a church alleged From Bail Bondsman In Palmdale

On Thursday, June 7, detectives from the Palmdale Station Burglary Suppression Unit, under the direction of lead Detectives Wolanski and Arnold, served a search warrant at 38100 block of 25th Street E, Palmdale. The warrant was the culmination of a six month burglary investigation which included at least six residential burglaries and one church. Detectives were able to recover some stolen property at the location but the primary suspect was not home. Later in the day, the primary suspect, 20-year-old Sean Taylor, a Palmdale resident, came to the station to speak to detectives. After an interview, he was arrested and charged with receiving stolen property. There was a second person arrested earlier related to this case, but due to his juvenile status his name is not being released.

ARACELI MARTINEZ ARRESTED FOR ALLEGEDLY POSING AS I.C.E. AGENT TO DEFRAUD ILLEGAL IMMIGRANTS

Detectives arrest suspect who posed as an Customs Enforcement Agent, and preyed upon undocumented immigrants 

Sheriff’s Detectives assigned to Century Sheriff's Station arrested Suspect Araceli Martinez for posing as an Immigration and Customs Enforcement Agent and preying upon undocumented immigrants. 

Fourteen victims reported they each paid between $4,000 and $8,000 dollars to Suspect Martinez in exchange for obtaining what they believed would grant them legal resident status. 

Sheriff’s Detectives attempted to locate Suspect Martinez at her residence and discovered she had left within the hour to catch a flight from LAX to Mexico. Detectives coordinated with the LAX Airport Police, who detained her until deputies arrived and arrested her. Her flight was scheduled to depart within minutes of her arrest. 

Suspect Araceli Martinez was booked at Century Regional Detention Facility for Theft by False Pretenses, with a Bail of $335,000. Century Sheriff’s Station is located at 11703 S. Alameda St. Lynwood, Ca. 90262;323-568-4800

5 years after Whittier CA Homicide, Wife is Arrested in Mississippi From Bail Bondsman In Whittier

Patrick Duffey was 50-years old when he was found shot to death in his Whittier home on April 26, 2007. His wife, then 49-year old Linda Doreen Duffey (now Linda Gwozdz) said she had accidentally shot him to death while examining his .38 caliber revolver in their home on the 15800 block of Sharon Hill Drive in unincorporated Whittier. Los Angeles County Sheriff's Department Homicide detectives continuously investigated the case through the years, including physical evidence. "The investigation has been ongoing for five years," said Homicide Lieutenant Matt Burson, Los Angeles County Sheriff's Department. "Recently new information was obtained." The case was presented to the Office of the Los Angeles County District Attorney and a charge of murder was filed against Suspect Linda Duffey. A warrant was issued for her arrest. LASD Homicide investigators flew to Mississippi where Suspect Linda Duffey (54) was now living, had remarried and now named Linda Gwozdz. On May 22, 2012, working with L.A. Co. Sheriff's Homicide detectives, U.S. Marshals Service Gulf Coast Regional Fugitive Task Force went to the suspect's home in Hattiesburg, Mississippi, and placed her under arrest at about 8 a.m. with the assistance of Hattiesburg police. Suspect Linda Gwozdz is being held on $2 million bail in the custody of the Forrest County Sheriff's Office, Mississippi, pending extradition to Los Angeles County.

THE APPREHENSION OF CATHERINE LEAH ROSS, BY BAIL BONDSMAN IN LAKEWOOD CA

     The date is May 26th, 2012. It's a cool May Saturday morning, and it just so happens to be Memorial Day weekend. I am a licensed bail agent with All American Bail Bonds out of our Lakewood Ca office. From this point I will be called Bail agent 1. This morning I get a call from our Palmdale head office that I and another agent need to get over to Garden Grove to check on the status of a client who two days before was elevated to fugitive status for failing to appear in court a weak prior and dropping out of communication.
I bail agent 1 and bail agent 2 grabbed our gear and departed from our lakewood bail bonding office @ 5517 E Del Amo Blvd Lakewood Ca 90713 and we headed over to the clients address in Garden Grove. We arrived at our destination around 9:00 in the morning and we decided to park around the corner from the apartment complex.
     We were able to gain entry to the apartment complex through a door that had just been opened by another tenant and proceeded to look for the fugitives apartment. The apartment was located in the back of the complex on the first floor of a two story building. Once we located the apartment, not knowing what to expect, we immediately began to look for other exits or avenues of escape in the event the fugitive elects to run. The apartment unit was on the first floor of a second story building but directly beneath it was a parking spaces, the back window must have had at least a good 10 ft drop. We looked for the fugitives car or at least what we believed that she was driving with no success. Once we determined that we could safely approach the door, without fear of the fugitive running, we went to attempt to make contact. Now at this point the client is a fugitive but has been remaining in contact for the most part and we didn't feel that she was truly running but just needed to be nudged back to court or escorted back in hand cuffs. We attempted to make contact by knocking on the front door, at this point we were there as bail bondsman not fugitive recovery agents, no one answered the door. We spoke to some neighbors who did confirm that the fugitive was living there and to their knowledge she was there the night before with her boyfriend, he himself in out and out of jail on drug charges. The neighbors also told us that they had seen suspicious activity, from the apartment, what they believed were drug deals between the occupants and people stopping by. It was also brought to our attention that there is a possibility that the occupants of the apartment maybe manufacturing methamphetamine, as well as selling. I bail agent 1 asked one of the neighbors to give me a call when the occupants return, assuring him that at this point we will be taking the fugitive into custody;. and being that she has a no bail warrant out of Los Angeles County, she would not be returning in the near future.

     The time is approximately midnight and I receive a call from our informant, a neighbor at the fugitives apartment complex, that the two people just returned and was very confident that one of them was our fugitive. I told the informant that we had been in contact with the Garden Grove P.D. and that we were concerned that the manufacturing of meth maybe taking place at the location and that he should call them immediately, he agreed. The police arrived on scene at around 12:45 am and attempted to make contact with the fugitive, after repeated knocks an occupant opened the door. The officers asked the male occupant if he knew of a Catherien Ross, his response was no and that he had lived there alone for over 5 years. The officers also asked if they could come in and look around but the occupant refused. The officers also told the individual that it is a felony to harbor a fugitive and if they find out that she is residing there they will take action against him as well; the individual said he understands and closed the door. At this point now the Garden Grove police officers on scene did not feel that they had probable cause to force entry and they alerted us that we would have to take action on our own. They reassured us that if we could get visual confirmation that the fugitive was located in the apartment unit, than they would take the appropriate action.

     After speaking with the officers I immediately contacted our professional fugitive recovery team headed by a veteran in the industry that i'll call "D". "D" is the principle at California Fugitive Warrants and has been our go to guy for many years; with a 100% success rate I knew that "D" and his team would be able to get the confirmation needed with out putting the neighbors in jeopardy. My personal fear was also that there are chemicals in the residence that could pose a real fire danger and threat to the other residents.

     The time is now approximately 2:30 am "D" and his team make contact with our informant. The informant tells "D" that he is absolutely positive that after the police left the fugitive came out to walk her dog and looked for the police. Once she was positive that the police were no longer at the apartment complex she went back inside. after 30 or so minutes the fugitive recovery team were able to confirm that the fugitive was inside and due to the fire hazard concerns "D" elected to contact local law enforcement for further action. upon the officers arriving on scene "D" explained to the officers what he saw and they agreed that action needed to be taken, not just to capture the fugitive but also to secure any possible hazards that maybe inside causing potential harm to the other tenants. A small team officers elected to use a battering ram to gain access to the apartment and upon doing so did indeed find both fugitive and the other tenant in a room, completely unaware of the great lengths involved into getting the situation resolved.

Were happy to say that the fugitive was taken into custody safely with no harm to either her or anyone else in the complex.

PALMDALE MOM ATTEMPTS TO DROWN 8 YEAR OLD SON, STOPPED BY BYSTANDERS. FROM BAIL BONDSMAN IN PALMDALE

On Thursday, May 24th at around 7:30 pm, deputies from the Palmdale Sheriff's Station responded to a rescue call of a black, female adult attempting to hold a young child under water in the pool of an apartment complex in Palmdale. 

Once at the location on the 2500 block of Olive Drive, sheriff's deputies learned that 33-Year old Suspect Allaire McDougall allegedly attempted to drown her 8-year old son in the community pool of the apartment complex. 

Bystanders intervened and rescued the victim from the suspect. 

The 8-year old boy was transported to a local hospital and is now listed in stable condition. 


Suspect McDougall is currently being held at the Los Angeles County jail, womens facility, in Lynwood. McDougalls current bail is $1,000,000.00 Dollars, her arrangement will be held on Tuesday at the   Antelope Valley Court House. Deputies Give CPR to 15-mo old Backyard Near-Drowning Victim, Airlifted From Bail Bondsman In Palmdale

A 9-1-1 call was made to Palmdale Sheriff’s Station at 10:18 Saturday morning reporting a 15-month-old baby was not breathing at a home on 85th Street East, in Littlerock. Coincidentally, LASD Palmdale Station Deputy Shaffer and Parks Bureau Deputy Towne were nearby on the same street when the call came out and quickly arrived. At the home, the deputies found the baby boy not breathing so they started Cardiopulmonary Resuscitation (CPR). They were told that a 16-year old family member had gone outside and found the baby laying on the grass face down near the pool, not breathing. Likely what had happened was a 9-year-old family member with a developmental disability had apparently taken the baby into the family pool. An older brother called 9-1-1. The deputies continued CPR until Los Angeles County Fire Department paramedics arrived and continued the CPR while transporting the baby to a hospital in an ambulance. Deputies used their patrol cars with lights and sirens to block traffic in the intersections so they could expedite the arrival time of the ambulance to an area hospital. When the baby arrived at the hospital, medical professionals found that he had a pulse. Shortly thereafter he began labored breathing on his own. The baby was airlifted to another hospital for specialized treatment where he is in critical condition. Preliminarily this incident appears to be an accident.

Sex Registrants Arrested in Lancaster From Bail Bondsman In Lancaster

On Friday, May 11, 2012, detectives from the Los Angeles County Sheriff’s Department’s Special Victims Bureau Sexual Assault Felony Enforcement (SAFE) Team and the County-Wide COPS Bureau, along with the United States Marshal’s Office conducted a sex registrant compliance operation in the City of Lancaster and the unincorporated area of Lake Los Angeles in an effort to monitor and track registered sex offenders on parole in the area. The SAFE Team worked closely with the Lancaster Sheriff’s Station in ensuring the registrants in the respective areas were complying with their registration requirements. There were a total of 24 compliance checks conducted throughout the Lancaster and Lake Los Angeles areas. Two sex registrants were arrested for violating their conditions of parole and were reported to the California Department of Corrections –Parole Division in Lancaster. The Los Angeles County Regional SAFE Team is a multi-agency task force specifically designed to monitor and track registered sex offenders in Los Angeles County. It is comprised of members of the Los Angeles County Sheriff’s Department, Los Angeles County Probation Department, United States Marshal’s Office and the California Department of Corrections Parole Division.

Suspect Wounded In Lake L.A. LASD Deputy-Involved Shooting Had Rifle, Wore Ballistic Vest, Battered Mother From Bail Bondsman In Lancaster

Sheriff's Homicide Bureau detectives are continuing their investigation into the circumstances surrounding a deputy-involved shooting. The shooting occurred at 11:45pm, Saturday, May 5, 2012, in the 39600 block of 167th Street East, Lake Los Angeles, in the unincorporated east Antelope Valley, in north Los Angeles County. Detectives have learned that Lancaster Sheriff's Station deputies responded to a residence in the 16000 block of MacKenna's Gold Avenue, Lake Los Angeles, where they contacted the victim outside of the location. The victim, a 60 year old woman, told deputies her son had beaten her up and threatened her with a gun. The victim also told deputies her son, 29-year old Suspect Matthew Ridgway, was armed with a rifle, wearing a ballistic vest and said he was "prepared to go to war." Before deputies could contact Suspect Ridgway, they saw him run out of the back of the residence with a rifle and wearing a ballistic vest. Deputies located the suspect in the 39600 block of 167th Street East, Lake Los Angeles, hiding in a neighbor's shed, where a Deputy-Involved Shooting occurred. Suspect Ridgway was medically treated then booked for Assault With A Deadly Weapon-Firearm at Lancaster Sheriff's Station, Los Angeles County Sheriff's Department, where he is being held in lieu of $50,000.00 bail. The mother of the suspect was medically treated for her injuries and released. No deputies were injured by gunfire.

7-year old held under water, nearly drowns in swimming pool. Stepfather arrested for attempt murder From Bail Bondsman In Palmdale

On Sunday (04/29/2012) evening at approximately 7:00, deputies from Palmdale Station and Los Angeles County Fire Rescue personnel responded to the 200 block of East Avenue R, Palmdale regarding a call of a possible drowning victim. The 7-year old boy was subsequently transported via helicopter to a local hospital. The investigation by responding deputies and detectives from Special Victims Bureau revealed that the child’s stepfather, Jacqorie Stansell, was teaching the victim how to swim in a pool when he became frustrated with the victim. As a result, the stepfather allegedly repeatedly held the victim under water for what witnesses described as 15 second intervals. When it appeared the child had become lifeless, the suspect picked up the victim and threw him out of the pool. According to witnesses the suspect then dragged and carried the victim back to their residence. The suspect was arrested and booked at Palmdale Sheriff's Station for Attempted Murder and Cruelty to a Child. His bail is set at one million dollars. Bail"

Palmdale Detectives Identify Suspects in Assault From Bail Bondsman In Palmdale

Palmdale Detectives have identified seven attackers associated with an assault that occurred near Cactus Middle School on March 14, 2012.

The 15 year old Hispanic victim in this assault was walking home from school near the 3200 Block of East Avenue R-8, when a group of up to ten male Black juveniles approached him and challenged him to a fight. The suspects surrounded the victim and began punching him while several other juveniles watched.

The victim continued to defend himself from the group of suspects until he fell to the ground. The suspects continued to assault him by punching and kicking him in the face and head. The victim was finally able to get to his feet and escape the onslaught of the attackers.
After arriving home, the victim was treated at a local hospital for multiple kicks to his head resulting in swelling and shoe impressions left in his skin. The victim is also undergoing surgery to repair several of his teeth which were kicked out during the attack.

Palmdale Station released these details about the case on March 23, 2012 in an attempt to identify the attackers involved. On Wednesday March 28, 2012 Detectives detained seven juveniles that were identified in the video depicting the assault on a public website. The juvenile suspect’s ages range from 13 to 16 and are currently facing charges of Assault with force likely to cause great bodily injury and committing a Hate Crime.

Station personnel would like to thank the members of the community who notified the station with leads to assist detectives in identifying the suspects. The ongoing investigation will be handled by the Palmdale Station’s Detective Bureau.

Two Sentenced for Classic Cars Chop Shop. Taskforce for Regional Autotheft Prevention - TRAP From Bail Bondsman In Santa Monica

Throughout the year 2010, Taskforce for Regional Autotheft Prevention (TRAP) detectives conducted an investigation regarding the theft of numerous classic Mercedes Benz vehicles, committed throughout Los Angeles County.

During this investigation, on November 23, 2010, a suspect was discovered by law enforcement pushing a stolen, classic Mercedes Benz and another vehicle in Hollywood. The suspect evaded law enforcement and fled the scene. Through DNA evidence and latent fingerprints, the suspect was later identified as Michael Green, 58, of Los Angeles.

On September 18, 2011, actor John Travolta’s classic 1970 Mercedes Benz 280 SL convertible was reported stolen to the Santa Monica Police Department. TRAP detectives received this information along with a tip that Green and second suspect, D.L. Rayford, 52, of Los Angeles, had stolen it. Based on this information, TRAP detectives conducted a surveillance operation on Green and Rayford in an attempt to locate Mr. Travolta’s vehicle and other stolen vehicles.

After extensive surveillance, detectives followed Green to an unlicensed auto repair facility. During a business inspection of the Los Angeles repair facility, detectives uncovered a chop shop, where stolen vehicles are disassembled and the parts are sold for profit.

Detectives detained Green, who confessed to stealing numerous vehicles and cutting up Mr. Travolta’s vehicle and selling the parts to vehicle restorers. Green also admitted he stole over 30 classic cars over a two-year period and was already on felony probation for auto theft. Rayford was later questioned and admitted to helping steal and hide Mr. Travolta’s Mercedes Benz.

As a result of TRAP’s coordinated efforts and extensive investigation with the Santa Monica Police Department, Los Angeles County Sheriff's Department, and the Los Angeles County District Attorney’s Office, both Green and Rayford were arrested, convicted and sentenced.

On December 19, 2011, Rayford was arrested for Grand Theft-Automobile by TRAP detectives and booked at the Santa Monica Police Department. On March 1, 2012, in the Los Angeles County Airport Court, Rayford was convicted and sentenced to 1 1/2 years in state prison.

On December 6, 2011, Green was arrested for Owning/Operating a Chop Shop by TRAP detectives and booked at the Santa Monica Police Department. On March 28, 2012, in the Los Angeles County Airport Court, Green was convicted and sentenced to 14 years in state prison.

The Taskforce for Regional Autotheft Prevention (TRAP) was established in 1993 under the direction of the Countywide Criminal Justice Coordination Committee (CCJCC) with the Sheriff designated as the Regional Coordinator. The task force consists of regional investigative teams from various law enforcement agencies in Los Angeles County. TRAP’s mission is to reduce the incidents of auto theft countywide by coordinating a deterrence, investigation, and prosecutorial program with all criminal justice agencies, and private sector business leaders.

Community's Involvement Leads to Four (4) Burglary Arrests From Bail Bondsman In Long Beach

On Wednesday, March 29, 2012, four burglary suspects were arrested after alert community members reported witnessing suspicious and/or criminal activity in their North Long Beach neighborhoods.

At approximately 11:30 a.m., Long Beach Police responded to a burglary call in the 3600 block of Myrtle Avenue. Two subjects were seen trespassing onto private property and a concerned resident in the area called 9-1-1. Responding officers detained one subject who matched the description of one of the suspects a street over from the residence. Further investigation revealed that loss from a garage burglary that had just taken place at that residence was found in his possession. He was arrested and is only being identified as a 40-year-old male resident of Yucca Valley. He was booked for garage burglary and is being held at the Long Beach City Jail on $20,000 bail. Police also arrested a second subject in front of the residence who is only being identified as a 43-year-old male resident of Bellflower. He was also booked for garage burglary and is also being held at the Long Beach City Jail on $20,000 bail.

Later the same day, at approximately 3:35 p.m., police responded to another burglary call in the 4900 block of Virginia Avenue. A resident in the area observed two male subjects entering a home through a window, immediately called police, and provided physical descriptions of the suspects which were aired over the police radio. A Long Beach Police motorcycle officer in the area observed two subjects matching the descriptions in the area of Ruth Avenue and Peace Street. He detained and arrested one suspect, but the other fled on foot. Additional responding officers, with the assistance of the L.B.P.D. helicopter “Fox” who was able to follow the suspect and direct ground units to his location, arrested the second suspect in the 100 block of Home Street. Both suspects are 18-years-old and Long Beach residents. The first was booked for residential burglary and for an outstanding failure to appear warrant, and is being held at the Long Beach City Jail on $50,561 bail. The second was booked for residential burglary and for resisting arrest and is also being held on $50,000 bail. Loss from the burglary, which included jewelry and electronics, was recovered and returned to the rightful owner.

In both cases, the suspects were seen knocking on the doors of the residences prior to them entering the property, which is a common tactic criminals use prior to burglarizing a home, to determine if anyone is home or if they attract any attention. The Long Beach Police Department would like to remind the community to always be aware of what is taking place around you and in your neighborhood and to call police if any suspicious activity is observed.

The Long Beach Police Department would like to commend the residents involved in these cases for taking immediate action by calling 9-1-1. As stated by North Patrol Division Commander Galen Carroll, “The people in our community can make all the difference and these two situations prove that point. Four felons were taken off our streets within a matter of minutes after we received 9-1-1 calls from concerned residents who were looking out for their neighborhood.”
