California Laws on the Illegal Practice of Soliciting Bail in Jail and Court Facilities

The Following information was provided to all Bail Agents Licensed in the State of California.

There has always been questions and complaints pertaining to the Soliciting of Bail on Jail and Court Property.

The State of California has finally ruled on the this practice and has concluded that the state has the right to ban the practice.

Please read the following for details on the States decision.

Background
The California Second District Court of Appeals recently ruled on a case, People v. Todd Russell
Dolezal; which involved directly soliciting bail bond business at a county jail. The court ruled that
prohibiting a bail bondsman’s direct solicitation of bail from arrestees does not violate the first and
fourteenth amendment’s protection of commercial speech. Specifically, that Title 10, Chapter 5,
Section 2079.1 of the California Code of Regulations (CCR), passes constitutional muster, under
intermediate scrutiny, because it substantially serves the state’s interests and is sufficiently tailored to
advance these interests.

In the ruling, the court stated that the state had asserted three substantial interests: protection
of arrestees from harassment, the facilitation of an efficient jail administration by preventing bail
agents from congesting intake and visiting areas, and protecting the right to bail. The court
further stated that soliciting bail is “commercial speech” that is subject to government
regulation. For someone who has just been arrested, the court said, a jail is a stressful setting
in which the inmate may lack the information needed to assess a sales pitch and may be
vulnerable to pressure to make an immediate decision. The ban on unsolicited contact with an
arrestee also helps preserve order and security by discouraging bail agents from showing up at
the scene of an arrest or hanging out in jails to search for clients.

Reminder of Bail Solicitation Laws
The court’s decision in this case serves as a reminder that bail agents may not solicit bail from
arrestees unless they receive a request for bail services from the arrestee, an adult member of
the arrestee’s immediate family or a person designated by the arrestee in writing, to request
such services. The regulations regarding solicitations that bail agents are required to comply
with are Sections 2074, 2079 and 2079.1 of the CCR. The text of these regulations is as
follows:

 Section 2079 of the CCR states that no bail licensee shall solicit bail except in accordance
with Section 2079.5 and from:
(a) An arrestee;
(b) The arrestee's attorney;
(c) An adult member of the arrestee's immediate family; or
(d) Such other person as the arrestee shall specifically designate in writing. Such
designation shall be signed by the arrestee before the solicitation, unless prohibited by the
rules, regulations or ordinances governing the place of imprisonment. If so prohibited, it may 
be signed after release of the arrested to ratify a previous oral designation made by him. 
 Section 2079.1 of the CCR states that any solicitation of an arrestee himself pursuant to 
Section 2079 (a) shall be only after a bona fide request for bail services has been received 
from the arrestee or from a person specified in Section 2079 (b) or (c). Any solicitation of a 
person specified in Section 2079 (c) or (d) shall be only between the hours of 7 o'clock a.m., 
and 11 o'clock p.m., unless the bail licensee is directly and specifically authorized in writing 
by the arrestee or the arrestee's attorney to make such solicitation at some other specific 
time. 
 Section 2074 of the CCR states that except as provided in Sections 2074 and 2079.5, no 
bail licensee shall solicit any person for bail in any prison, jail, or other place of detention of 
persons, court or public institution connected with the administration of justice; or in the 
halls or corridors adjacent thereto; provided that a bail licensee may in such halls, corridors 
or in other rooms or areas where not prohibited by local rule or ordinance transact bail with 
persons specified in Section 2079 who have prior to transaction, requested his services. 
Insurance Code section 1814 provides, "The violation of any…rule of the [insurance] 
commissioner made pursuant thereto, is a public offense, punishable by fine not exceeding ten 
thousand dollars ($10,000), or by imprisonment pursuant to subdivision (h) of Section 1170 of 
the Penal Code [Felony], or in the county jail not exceeding one year [Misdemeanor], or by both 
that fine and imprisonment." (Ins. Code, § 1814.)

Gabriel Matthew Thompson, Wanted Fugitive

Gabriel Matthew Thompson Wanted Fugitive, Reward for Information Leading to his Capture!

Gabriel Matthew Thompson fled from Los Angeles in August 2013 shortly after being released from the Los Angeles County Sheriffs Department. Fugitive Thompson was originally bailed out on August 9th on charges of Penal Code 69 and Penal Code 1203.2 a  probation violation. Fugitive Thompson's total bail was $26,000.00 dollars. 

Fugitive Thompson has a total of three arrest in Los Angeles the first case was filed on 9/16/2011 out of Van Nuys, the charges were Penal Code 273.5(A) (Felony Domestic Violence) and Penal Code 415 (Misdemeanor Breaching the Peace). The Felony Domestic Violence charges were dropped with a conviction of the lessor charge of Disturbing the Peace.

Fugitive Thompsons second arrest here in Los Angeles was on 2/24/13 for Penal Code 273.5(A) (Felony Domestic Violence), these charges were also dismissed.

Gabriel Thompsons Final arrest was on 8/6/13 in Los Angeles, he was arrested for Penal code 69 (Resisting an Executive officer, a more serious version of resisting arrest) and due to the arrest he also been charged with a violation of his probation,

Gabriel stands 5' 10" and is at a weight of approximately 230 lb's., he can be identified by surgical scars on both knees. 

Gabriel maybe traveling with his current wife and the indemnitor of his bail bond "Kimberly Marino" who is from Philadelphia Pennsylvania.

Gabriel has strong family ties in Indiana and all possibilities are being looked into.

Sheriff's Patrol Helicopter Makes Precautionary Landing on Del Amo Blvd at Paramount Bl, Lakewood From Bail Bondsman In Lakewood

Sheriff's patrol helicopter Air-24 was forced to do a precautionary landing Sunday (10/21) at about 8:50PM, after the sheriff's fight crew heard a loud noise coming from the aircraft while in flight. Concerned that there may be something wrong with the aircraft, the Air-24 crew notified Lakewood Sheriff’s Station deputies of the landing on Del Amo Boulevard, between Paramount Boulevard and Cherry Avenue, Lakewood. Once the crew was clear to land, the crew was able to land under full power of the aircraft. Once they landed safely, the sheriff's flight crew made an outside check of the helicopter which revealed that the loud noise was caused by a bird striking the fuselage (the cabin) above the pilot canopy. The full damage to the aircraft will be assessed by Los Angeles County Sheriff's helicopter mechanics. Air-24 is an American Euro Copter. Del Amo Boulevard, between Paramount and Cherry Avenue, Lakewood, will be closed for approximately 2-3 hours. Depending on the damage, Sheriff's Aero Bureau Air-24 may have to be moved via a trailer. No one was injured, and there was no property damage caused by the landing.

Santa Clarita man arrested for alleged Criminal Threats against school children

Here at All American Bail Bonds in Santa Clarita we always try our best to keep the community aware of all the news related to public safety.

Recently it has come to our attention that a local here in Santa Clarita has been arrested for allegedly posting criminal threats against children on an ESPN internet web site. Once discovered by the provider of the internet services ESPN was very quick in reporting the alleged threats to the proper authorities here in Santa Clarita. The suspect Eric Yee 21, was arrested Monday September 17, 2012 at approximately 5:00pm and booked at the Santa Clarita Valley Sheriff station.

The Suspects original bail was $50,000.00 dollars but due to safety concerns was raised to $1,000.000.00 dollars by sheriffs personnel. Suspect Lee will be in court the morning of Wednesday September 19th, in San Fernando Superior Court.

Santa Clarita Sheriffs detectives are continuing their investigation into the allegations and that this time they do not believe that any other suspects are involved. As a safety precauiton Depuites are increasing patrols around local schools and all classes are in session.

Palmdale Sheriff Detectives investigating possible kidnapping, From Bail Bondsman in Palmdale

Here at All American Bail Bonds in Palmdale recently received notification that the Palmdale sheriff station is investigating a possible kidnapping which allegedly occurred on Tuesday September 11, 2012 @ approximately 8am. The possible kidnapping victim is believed to be a male Hispanic approximately 10-13 years of age wearing black shirt and a black backpack.

The witnesses, which have come out so far, described the suspects as 2 Hispanic males in their mid-30's. The suspects are alleged to have grab the victim off of the sidewalk along Avenue S in the city of Palmdale.

It is believed that based on the information provided the suspects were driving a tan compact pickup truck with two rear cargo doors, a rear sliding window, and tinted windows. Both the identity the alleged victim and suspects is not known.

Los Angeles County Sheriffs Deputy's and Detectives have canvased the area looking for more information and have also checked with local schools and no children have gone missing.

2 Suspects in Palmdale pursued by Sheriff Deputies, from Bail Bondsman in Palmdale

As a Bail Bonding company in Palmdale, we make it our responsibility to stay on top of things that may happen in the city. The following information was provided to our bail agency by the Los Angeles County Sheriffs Department. 

Palmdale Deputies pursued two suspects throughout the eastern end of the city before they gave up near a gas station at 30th Street East and Palmdale Blvd. 

The incident began when Palmdale Sheriff’s Station received a call form a concerned citizen indicating there was a suspicious grey GMC truck in the “Desert Winds Community Church” parking lot, located at 38117 13th Street East in the City of Palmdale. 
As deputies approached the vehicle they observed 51 year old James Balladarez seated in the driver seat of the vehicle and 27 year old Katherine Howard seated in the rear extended portion of the truck. As deputies began identifying why Balladarez was in the closed church’s parking lot, he became agitated and started digging for an item in the center console of the vehicle. Balladarez slid his hand inside of a cloth bag, retrieved from the center console, and placed it to his head indicating he had a firearm in the bag and was threatening to harm himself. 
Deputies immediately began ordering Balladarez and Howard out of the vehicle and to drop the firearm while assisting units responded to their location. Upon the arrival of assisting units Balladarez still refused to exit the vehicle and appeared upset and irrational in his behavior. Howard, who was still in the back of the car, appeared to be conversing with Balladarez, and deputies believed was asking him to release her from the vehicle. 
Deputies continued to attempt to coax Balladarez, when he abruptly drove out of the parking lot, with Howard in the vehicle, and led Palmdale personnel on a slow speed pursuit through the eastern Palmdale area. During the 15 minute pursuit Balladarez stopped approximately four times and appeared to be surrendering to authorities, however again drove off each time. 
Finally Balladarez drove the truck into the parking lot of a Chevron gas station near the corner of 30th Street East and Palmdale Blvd and stopped adjacent to one of the refueling pumps. Station personnel used less than lethal weapons to break the rear window of the truck, and deployed a CS Gas canister into the interior of the vehicle. Balladarez exited the truck and surrendered without further incident. 
Balladarez was transported and booked at the Palmdale Sheriff’s Station on charges of Evading a Peace Officer, Possession of Illegal Weapons, Ex-Felon in Possession of Ammunition, and an outstanding forgery warrant. Through follow up investigation Deputies determined that Howard was working with Balladarez to elude officers and she was subsequently charged with resisting a police officer and two outstanding warrants for theft and driving under the influence. Deputies were not able to locate a firearm inside of the truck and believe he simulated the firearm using a pair of vise grips inside of the bag.

3 GANG MEMBERS CHARGED WITH SANTA CLARITA / CANYON COUNTRY BANK ROBBERY

On Wednesday September 12 2012, the quiet city of Santa Clarita, Canyon Country, was the starting point of what some call a Robbin Hood story. A local Bank of America on the 19000 block of Soledad Canyon was robbed by 4 men. Shortly after the robbery, a vehicle pursuit began. It is alleged by the Los Angeles County Sheriffs office that at least 3 of the 4 supects are reputed Rollin' 40s Crips gang members. There are currently 3 suspects in custody with the 4th still at large.

The 3 suspects in custody are the following: Phillip Ely 29, Lavelle Mosley 22, and Terion Lamarr Collins 25. To the left are the Los Angeles County booking sheets. The long chase came to an abrupt stop after the 4 men were trapped by traffic in the the city of Los Angeles. Before the men could be arrested they threw out large amounts of money, the exact dollar amount is unknown. The suspects could be seen driving through residential neighborhood throwing out the money as locals looked on; of course it didn't take long until swarms of people rushed the tossed money.

As of the writing of this story only $1500.00 dollars has been recovered by local lawenforcement, the exact dollar amount taken in the robbery has not been released by authorities.

Many people in the community look at the act of throwing out the money as an act of charity, of the poor and disfranchised taking from the Haves to give to The Have Nots. We here at All American Bail Bonds in Santa Clarita just see a bunch of criminals trying desperately to escape an inescapable situation. On a personal note, I am very amused at the authorities optimism on retrieving any more of the stolen loot, and quite frankly just consider it to be another Obama stimulus package of taking from the rich and giving to the poor.

As the bail for each individual is well over a million dollars, we do not foresee any of the individuals being bailed out for the duration of this case and with possibility life sentences it's definetly better of that they don't.

PALMDALE DEPUTIES ARRESTED KIDNAPPING SUSPECTS, BY PALMDALE BAIL BONDSMAN

Here at All American Bail Bonds it has come to our attention that on Wednesday September 12, 2012 an alleged act of kidnapping and assault had occured in the an area of Agua Dulce. 

The following is the Narrative of the Alleged act as received by All American Bail Bonds from the Palmdale sheriff station.

On Wednesday, September 12, 2012 Palmdale Station deputies responded to the 30000 block of Briggs Road, Agua Dulce, after receiving a call of a kidnapping that had just occurred. When deputies arrived they contacted the 59 year-old female victim who told deputies the suspects tied her up, assaulted her and threatened to kill her with a handgun. After the suspects left, she was able to free herself and discovered her 23 year-old son was missing and believed he had been kidnapped. 

Deputies obtained the suspects’ vehicle description and relayed that information to assisting patrol deputies. A short time later, Santa Clarita Station deputies observed the suspects’ vehicle and conducted a felony traffic stop on the Northbound 5 freeway at McBean Parkway. Both suspects were found inside the vehicle along with a large amount of marijuana. The male victim was not found inside the vehicle. No weapon was recovered at the time of the traffic stop. 

Palmdale Station deputies conducted a ground search of the area near the incident location. The male victim was found by a Sheriff’s helicopter hiding in a ravine approximately ¼ mile from the incident location. He said he had been tied up and forced, by gun point, into the suspects’ vehicle. The suspects threatened to kill the victim. The victim was able to free himself, flee from the vehicle and hide in a ravine until he was found by Sheriff’s Deputies. Both victims sustained minor injuries. 

The suspects were transported and booked at the Palmdale Sheriff’s Station. They were both charged with Assault with a Deadly Weapon, Kidnapping and Criminal Threats. The ongoing investigation will be handled by the Palmdale Sheriff’s Station Detective Bureau.

LASD Investigating Possible Kidnap of 10-13 Yr Old Boy - 8AM, Tues, 26th St. East / Ave S, Palmdale From Bail Bondsman In Palmdale

On Tuesday, September 11, 2012 at approximately 8AM, two children reported that a 10-13 year old Hispanic boy who appeared to be walking to school was possibly kidnapped at 26th Street East and Avenue S in the City of Palmdale. The witnesses described the victim as a male Hispanic 10-13 years of age, wearing a black shirt and black backpack. The witnesses said the victim was grabbed by two Hispanic men in their mid-30’s, who put the boy into a tan compact pickup truck and drove westbound on Avenue S. The tan compact pickup truck was described as having tinted windows, with two rear cargo doors, and a rear sliding window. The identity of the possible kidnap victim and the two men is not known. Los Angeles County Sheriff’s investigators have been working with area schools throughout the day and following other possible leads to see if a kidnapping did or did not actually occur. Deputies have gone door to door with Sheriff’s volunteers and Sheriff’s Antelope Valley Search & Rescue deputies canvassing the neighborhood for clues. They have checked with area schools and followed up on any students who did not attend school who matched the description. All were found to be okay. No missing children matching the description have been reported in the Palmdale area Tuesday morning.

Shooting Death of Woman Pushed Out of Car in Lynwood, Pursuit, Armed Suspect Surrenders to LASD Deputies From Bail Bondsman In Lynwood

Barricaded Suspect Surrendered to LASD Deputies After Pushing Female From His Moving Vehicle, Lynwood The investigation into the circumstances surrounding the shooting death of a woman is under investigation by Los Angeles County Sheriff’s Department Homicide detectives. A suspect is in custody. Sheriff's Homicide investigators have learned that on Thursday, September 6, at 11:15 p.m. a deputy assigned to Century Sheriff's Station attempted to make a traffic stop of a car for vehicle code violations. The suspect's car, a green Mercury Cougar, pulled over to the curb near the 4100 block of Alma Avenue, Lynwood. The deputy heard a gunshot and saw a flash from inside the car before the suspect drove the car away at a high rate of speed. The deputy turned on his radio car's overhead red lights and siren and went into pursuit of the car. During the pursuit the suspect pushed a woman out of the car at the intersection of Josephine Street and Harris Avenue in Lynwood. Several sheriff's deputies continued the pursuit of the suspect while other deputies tended to the woman. The victim, who has not yet been identified, was pronounced dead at the scene. The suspect got out of his car at the 14000 block of Chadron Avenue, Hawthorne and barricaded himself in an apartment. Century Sheriff's Station deputies, neighboring sheriff's station deputies, and Hawthorne police officers surrounded (contained) the area so that the suspect could not escape, and evacuated several nearby apartments for the safety of the residents. Special Weapons Team deputies from the Special Enforcement Bureau of the Los Angeles County Sheriff's Department soon arrived on the scene, as well as Crisis Negotiation Team members whose goal is a peaceful surrender of the suspect. At approximately 1:50 a.m. Friday morning, 30-year-old Suspect Juan Diego Valencia, of Los Angeles, walked out of the apartment and surrendered to Sheriff's Special Enforcement Bureau deputies. The suspect was booked at Century Regional Detention Facility for Murder and is being held in lieu of a million dollars bail. A firearm was recovered. Investigators believe the victim and suspect knew each other but the details of how they knew each other is not yet known.

Wrestling Coach WANTED For Sexual Assault of 14-yr old, Discovered by Mom on YouTube From Bail Bondsman In Rosemead

Sexual abuse allegations by a Rosemead wrestling coach involving a male 14-year old victim are under investigation by Special Victims Bureau detectives with the Los Angeles County Sheriff’s Department. The suspect in this case is WANTED for sexual assault of a minor. At the start of the incidents, the victim was allegedly befriended by the suspect who was an assistant wrestling coach for Rosemead High School from 2007 to 2009. Since 2010 to the present time, he has been employed as a wrestling instructor of the Bad News Panthers Children Wrestling Club in Rosemead. The suspect is Herbert Daniel Ortiz. He is also known as (AKA) Herbert Ortiz Monroy, a 29-year old Hispanic male, 5’8, 160 lbs. His last known residence was in Baldwin Park. The sexual abuse allegations were disclosed by the victim to his mother. Investigators were told of the alleged abuse by a victim's mother. She said she had been alerted to a “Youtube” video on the internet. In the video, another male alleged he was victimized by the suspect and was warning viewers, specifically those residing in Rosemead, California, to protect their children. The mother recognized the suspect as a former assistant wresting coach at Rosemead High School and asked her 14-year old son if he had been a victim. Her son then disclosed the sexual abuse by the suspect. The crimes occurred in the cities of Rosemead, El Monte and Baldwin Park. During follow-up investigation, detectives learned that the suspect had knowledge that the “Youtube” video had been posted to the internet. Sheriff's Special Victims Bureau detectives have been unable to locate the suspect and it is believed the suspect is intentionally eluding detectives due to the alleged offenses. Investigators believe there may be additional victims who may have been sexually abused by the suspect. THE SUSPECT IS WANTED. IF YOU SEE THE SUSPECT CALL 9-1-1.

Attempt Murder On A Peace Officer Suspects and light blue '96 Grand Voyager Getaway-Van Still At Large From Bail Bondsman In El Monte

ARMED AND DANGEROUS Attempt Murder On A Peace Officer Suspects and Getaway-Van Still At Large… If You See Them, Dial 9-1-1. Armed and Dangerous felony Suspect, Darnell Washington, escaped from county jail in San Bernardino County with the aid of his wife Tania on Aug. 28, 2012, and is now wanted for shooting a deputy sheriff in Los Angeles County on Sunday as well as multiple carjackings. After shooting an L.A. County Sheriff's deputy in South El Monte Sunday morning, Suspects Darnell Washington and Tania Washington committed multiple carjackings. The last vehicle they were seen in was carjacked in South Gate Sunday morning and is a: 1996 Plymouth Grand Voyager Mini-Van light blue CA License #3PHK484 The 39-year old Temple Sheriff's Station deputy sustained non-life threatening injuries. He was treated at a local hospital and released the same day. The deputy is a 11-year veteran of the Sheriff’s Department, and has been assigned to Temple Station for the past 6 years. Suspect Darnell Washington is described as a male Black, 24-years old, 6’2,” 197 lbs. Suspect Tania Washington is described as a female Black, 25-years old, 5’3,” 130 lbs. The suspects were last seen in South Gate on Sunday, September 2, 2012, at approximately 9:00 A.M. Both suspects remain at large and are considered ARMED AND DANGEROUS.   1. Password Protect Phone:  Use the security lock code, or PIN feature, to lock your phone. Make it more difficult for others to access your personal information in your stolen phone.
  2. Save Serial Number: Save your cell phone's serial number model and make, and keep it in a place where you can find it.  Your serial number proves its yours.
  3. Don't Store Secrets: Consider carefully what information you store in your phone. If it's stolen, it's not that difficult for bad guys to pull out your private information before clearing the memory and reselling the device. If it would create too big of a disaster if your information fell into someone else's hands, don't store it. You may not guarantee your phone won't be stolen, but if the information isn't in the phone, the thief can't use it for Identity Theft.
  4. Activate Tracking Device: Activate the Global Positioning System (GPS) tracking system on your phone or other electronic device. If the device does not have a GPS tracking system, there is after-market software you can buy.  Tracking devices often lead to your stolen device and lots of other stolen property.
  5. Distracted Walking and Talking - Stay aware of your surroundings. Don't walk down the street talking on your phone or texting unaware of your environment or of people nearby. Thieves it when you do that, and while you talk, they grab.  Also, falling into a fountain or getting hit by a train is far worse than having your cell phone stolen. 
  6. Hide and Go Eat - When eating in a restaurant (or relaxing in a public place), don't leave your phone on the table.  It's too easy for crooks to grab it and run.  Put it away and enjoy your meal.
  7. Don't Delay: If your phone gets stolen, find another phone to use and call your local sheriff's or police station as soon as possible. Call now, don't wait until you arrive at your next destination.
  8. Be a Good Witness:  If you see the suspect, don't try to get it back from the suspect. Use caution but try to get a good description of the suspect and vehicle (license number, color, and model) and the last known direction of travel. Write it down if you can and call the cops so we can get it back for you.  That's why we're here.

Attorney robbed by Downey man, Items recovered, in Lancaster. From Bail Bondsman in Lancaster


An attorney became the victim of robbery this weekend, while walking in the 43600 block of Sierra Vista Drive, Lancaster. At a quarter before 7:00 PM on Saturday, August 25, 2012, as the unsuspecting victim talked on his iPhone, he saw a man sitting in a truck parked on the same side of the street waive him over. The victim walked over to the suspect’s truck, a burgundy Chevrolet Silverado with paper plates, to see what he wanted. When the victim approached the truck, the suspect brandished a black pistol, and demanded the victim’s iPhone and wallet. Fearing for his safety, the victim relinquished his iPhone and wallet to the suspect. The suspect fled the location in the truck with the stolen items. The victim attempted to follow the suspect without success. Lancaster Sheriff’s Station Deputies Doty and Whalen heard the robbery in progress call broadcast over their Sheriff’s radio and began searching for the suspect. The deputies found the suspect lying underneath his vehicle, parked in the residential neighborhood of the 3800 block of West Avenue K-14. The deputies detained the suspect and subsequently recovered the victim’s stolen property. In addition to the victim’s recovered property, deputies located property stolen during the commission of a robbery the week prior in Palmdale. A black b.b. gun concealed in the dashboard of the suspect’s vehicle was also recovered. The suspect was identified as Jorge Quinones, a 24 year old male resident of Downey. He was arrested for Robbery, booked at Lancaster Sheriff’s Station, and is being held in lieu of $100,000 bail.

SUSPECT WANTED FOR EXPOSING HIMSELF TO GIRLS From Bail Bondsman In Long Beach

The Long Beach Police Department is asking for the public's help in identifying a male suspect wanted in connection with several indecent exposure incidents towards girls, and detectives a...re advising the community to be alert to their surroundings. There have been several reported incidents that began while school was still in session in the spring. In each of the incidents, the victims, who were middle and high school age girls, were either waiting at bus stops or on their way to school when the suspect pulled up alongside the curb in a vehicle asking them for directions. As the victims looked into the car, the suspect exposed himself to them. With Long Beach schools back in session next week, Wednesday, September 5th, Long Beach Police would like to remind students and their parents to pay attention to who and what is going on around them, and to report any suspicious persons or activity immediately by calling 9-1-1. In these incidents, the suspect and vehicle have been described as follows, and have occurred on the dates, times and locations listed below: White or Hispanic, 20 to 40 years-old, 5’8" to 5’10” and approximately 160 lbs with black hair, and was seen wearing a hooded sweater with blue jeans in some of the incidents. The checkpoint will be conducted in the City of Bellflower. In an effort to reduce the number of persons killed and injured in alcohol involved crashes, DUI checkpoints are conducted to identify offenders and get them off the street, as well as educate the public on the dangers of impaired driving. All too often, members of our community are senselessly injured or killed on local roadways by impaired drivers. This DUI/CDL checkpoint is an effort to reduce those tragedies, as well as insuring drivers possess a valid driver’s license. A major component of these checkpoints is to increase awareness of the dangers or impaired driving and to encourage sober designated drivers. A DUI/CDL checkpoint is a proven effective method for achieving this goal. By publicizing these enforcement and education efforts, the Los Angeles County Sheriff’s Department believes motorists can be deterred from drinking and driving. Traffic volume and weather permitting, all vehicles may be checked and drivers who are under the influence of alcohol and/or drugs will be arrested. Our objective is to send a clear message to those who are considering driving a motor vehicle after consuming alcohol and/or drugs – Drunk Driving, Over the Limit, Under Arrest. The public is encouraged to help keep roadways safe by calling 911 if they see a suspected impaired driver. Two Recent Attempt Kidnaps of Teen Girls in Azusa (Co). MH susp. in small white truck From Bail Bondsman In San Dimas

Two recent attempts to kidnap teen girls have enough similarities that San Dimas Sheriff’s Station investigators believe they may involve the same suspect and are seeking the public's help in providing any information that could possibly help identify the suspect. In both cases: 1. Both locations were residential neighborhoods within a mile of each other in Azuza (unincorporated community). 2. The victims were both Hispanic teen girls (aged 14, 16). 3. The suspect was described as a Hispanic man, 20's-30's with similar body type and facial features. One said he had long hair, the second incident was short hair. (see LASD artist sketches). 4. The suspect's truck was described as a small white 2-door pickup truck (one said possibly a Nissan Frontier and ther other said it had a black box in the back). 5. One happened at 1:00PM (on a Thursday) and the other at 2:20PM (on a Saturday). 6. In each case the suspect allegedly drove up alongside in the pickup truck and attempted to grab the victim. Below are more details about each of the two cases: * Attempt Kidnap of 14-Year Old Girl, Azusa, Aug. 16, 2012 A 14-year old Hispanic girl was walking in a residential community on Thursday, 08/16/2012 at 1:00PM. When she walked near Orange Crest Avenue, north of Citrus Edge Street, Azusa (unincorporated area), she saw a man in his mid-30's driving a small white 2-door Nissan pickup truck (possibly a Nissan Frontier) pull up next to her. The suspect reached out from his truck and attempted to grab the victim. She managed to escape the suspect’s grasp and ran away. The suspect then drove away and was last seen driving westbound on Citrus Edge Street from Orangecrest Avenue. Her two friends, aged 13 and 15 years old were walking nearby. When they walked near Orkney Street and Fenimore Street, Azusa (unincorporated area), they saw a man in his mid-20's driving a small white pickup truck pull up next to the 16-year old victim. The suspect reached out from his truck with his left arm and wrapped his arm around the victim’s buttocks area and pulled the victim towards him. The victim punched the suspect on the left side of his face, broke free and ran from the suspect. The suspect then drove away. Suspect description: Male Hispanic, mid-20's, long dark hair protruding from under a black baseball cap with a green bill bent upward, sunglasses. Suspect vehicle: Small white 2-door pickup truck, with a black box in the back (Possibly a mesh tool box with a zipper and orange logo on the front of the box). Molesters come in all ages and both genders, and their victims can be of either sex. Parents should begin reinforcing these safety tips as soon as a kid is old enough to understand, and above all, ensure that their child feels comfortable enough in discussing these issues, their concerns or fears, or any potentially inappropriate events that have possibly transpired. Awareness of these safety tips can help kids be less susceptible to any stranger dangers.

Here at All American Bail Bonds we strive to always keep the public aware and safe and recently we received a disturbing report from the Los Angeles County Sheriff's Department in Palmdale. The report that we received indicates that there as recently been an increase in cell phone thefts in and around the Palmdale Ca area. 

Because cell phones are now an everyday part of our lives, and most everyone carries one, criminals are finding it easier to steal them. With the popularity of smartphones in society today, people are storing more and more personal information on their devices. Once your device has been stolen, it is relatively easy for individuals to obtain this private information before clearing the memory and reselling the device. 

Detectives have found a few common denominators in relation to cell phone thefts and have provided the following safety tips which may reduce the likelihood of being a victim of cell phone theft. 

•Be aware of your surroundings. Do not walk down the street talking on your phone oblivious of your environment. Thieves are looking for victims who are distracted. 

•While in public, do not leave your phone unattended; put it away after use. 

•If you become a victim of a crime, call the police as soon as possible. Do not wait until you arrive at your destination. 

•Activate the GPS tracking system on your phone or other electronic device. If the device does not have a GPS tracking system, there is after-market software available. By having these applications installed on the devices, police personnel may locate the suspects and perhaps, recover your phone. 

•If you are a victim of a cell phone theft and see the suspect, do not attempt to recover your property. Attempt to secure a good description of the suspect and/or any involved vehicles (license number, color, and model) and the last known direction of travel. Let the Sheriff’s Department attempt to locate and arrests the person(s) responsible. 

•Use the security lock code, or PIN feature, to lock your phone. 

•Make a record of all your phone information, including serial number model and make, and keep this in a safe place. 

•Consider carefully what information you store on your cell phone. If it would create too big of a disaster if it fell into someone else's hands, don't store it. You may not prevent someone from taking your phone, but you can prevent them from accessing important information.

While On Vacation: 

• Ask a family member or friend or hire a house sitter to live in your home 

• Ask neighbors to help with your trash bins and newspaper. 

• Install an approved and monitored residential alarm system. 

• Park a neighbor’s car in your driveway. 

• Use timers on indoor lights to give the impression you are home. 

• Have merchandise delivered to a neighbor’s house. 

• Request Vacation Home Checks from your local Sheriff's or Police Station:  

Bright Ideas: 

• Install lights by all exterior doors. Use lights at night. 

• Install outside light fixtures where bulbs are hard to reach. 

• Illuminate house numbers for quick emergency services response. 


Doors & Windows: 

* Install good quality dead-bolts on your doors and USE THEM. 

• Change the locks when moving into a new residence. 

• Always lock your doors and windows. 

• Give your trusted neighbor / family member the spare key – Don’t hide it outside. 

• Use solid core or metal exterior doors. 

• Use dead bolt door locks on exterior doors and double cylinder dead bolt locks if glass is within 3 feet of the lock. 

• Add auxiliary track-type locks, removable drop bars, wooden dowels, or pinning devices to windows and sliding glass doors. 

• Upgrade locks to defeat bump keying. 

• Install peepholes on doors with 160 degree views so you don't have to open to door to see outside. 

• Use a locking mailbox. 

• Never leave notes for anyone on the door. 

• Keep your valuable personal information in a safe deposit box. 


Landscaping: 

• Trim tree branches 7 feet off the ground. 

• Prune shrubs to under 3 feet from the ground. 

• Use motion sensors and photocells on exterior floodlights. 

• Trim shrubs back from doors and windows. Don’t give burglars places to hide while they are breaking in. 

Dealing With Strangers: 

• Never let strangers enter your home. 

• Verify workers by identification cards and calling their employer. 

• Never give keys to workers. 

Vehicle Smarts: 

• Close the garage door and cover windows so no one can see inside. 

• Hide the garage door opener from open view in your car. 

* Don't leave valuables like your purse or GPS in plain sight 

* A shopping bag may be empty but looks valuable, so burglars will break in to get that too.

Wanted: Arrest of Boy's Soccer Coach in Antelope Valley area for Child Sexual Assaults - LASD Special Victims Bureau From Bail Bondsman In Antelope Valley

Detectives from the Sheriff’s Special Victims Bureau are investigating allegations of sexual abuse by a youth soccer coach in the Antelope Valley area. Suspect Renoir Valenti, is a 50-year old White male and has been an American Youth Soccer Organization (AYSO) soccer coach and referee for over 16 years in the Antelope Valley. He coached teams that included 9-14 year old boys. He became the subject of an investigation in July 2012 when the mother of a 9-year old boy reported that her son had been molested. This incident was not related the suspect being a soccer coach. Over the course of the investigation, Detectives identified two additional boys under the age of 15, who were soccer players, who had also allegedly been molested by the suspect. Los Angeles County Sheriff’s investigators believe that the suspect used his position as a soccer coach as a method to meet and befriend children. On Monday, August 6, 2012, Valenti was arrested by Sheriff’s detectives at his residence on the 42900 block of 59th Street West, Lancaster. On Wednesday, August 8, 2012, the Los Angeles County District Attorney’s Office filed two counts against the suspect of felony Continuous Sexual Abuse of a Child and two counts of Annoying or Molesting a Child. Suspect Valenti is currently in the custody of the Los Angeles County Sheriff’s Department with bail set at $1 million dollars. His next court date is Monday, August 20, 2012 at Antelope Valley Court.
