A Santa Ana auto mechanic was arrested on January 2 and arraigned on Tuesday on charges of setting a transient and his possessions on fire after dousing the victim's shopping cart with gasoline.
Hector Manuel Medina, 32, is charged with one felony count of arson causing great bodily injury, according to the Orange County district attorney's office.
Medina, a mechanic at Santa Ana Firestone Complete Auto Care, allegedly confronted 64-year-old transient Ruben Sandoval in the alley behind the auto shop on Sunday. Medina apparently was angered because he had previously found the transient sleeping in his car on a rainy day, said Farrah Emami, a spokeswoman for the district attorney's office.
After spotting Sandoval, Medina allegedly took a gas canister from the garage, approached the victim and his shopping cart, and doused the cart with gasoline, some of which splashed onto Sandoval, Emami said.
Medina then allegedly set the cart on fire with a match, but the flames jumped and set the victim's beard on fire. Sandoval attempted to put out the flames with his hands, Emami said.
Sandoval suffered second and third-degree burns to his body, face, and hands. The contents of his cart, which included clothing, blankets and food, were destroyed.
Medina allegedly fled the area but was arrested soon after near his home, Emami said. If convicted, he faces a maximum sentence of 14 years in state prison. Medina is being held on $100,000 bail.
At this time Medina is still being held in the Orange County Mens Jail in Santa Ana. We will update the story as it relates to bail as we receive information.

$10,000 dollar Bail for Reagans grandson arrested in Van Nuys, from Bail Bondsman in Van Nuys
Former President Reagan’s grandson is in jail this morning after police arrested him at his parents’ house in Van Nuys, Los Angeles Police Department officials said.
Cameron Reagan, 31, was arrested on suspicion of resisting arrest, a misdemeanor, and is being held in lieu of $10,000 bail at Van Nuys Jail, said LAPD Officer Bruce Borihanh.
Officers responded to a panic button call on the 4700 block of Allot Avenue about 12:20 a.m. and found Reagan exiting a rear door. He was drinking and “very uncooperative,” Borihanh said. Police did not know who was home at the time or who pushed the panic button.
Reagan's father, Michael, said his son did not know that he had tripped an alarm when he arrived home with friends early this morning. When Cameron Reagan heard a commotion outside, he went outside and found the house surrounded by police, Michael Reagan said, according to the Associated Press.
Michael Reagan, who no longer lives in the home, said the alarm goes directly to the police station. “They surround the house with police cars because of who we are,” he told the AP, adding that his son did not understand what was happening and panicked. “There was a lot of misunderstanding at 1 a.m.”]
Cameron Reagan has had previous brushes with the law. In 2001, a judge ordered him to attend drug rehab and anger management after he was found with marijuana. In 1999, he was convicted of receiving stolen property. Earlier, he was convicted of vandalism.
Reagan has suffered from attention-deficit disorder since childhood, which attorneys in 2001 said caused him to drop out of college and made him unable to hold a job. At one point, according to court documents, Reagan was destitute and living on the streets.
Reagan is the son of Michael and Colleen Reagan. Michael Reagan, the adopted son of the former president and his first wife, Jane Wyman, is a nationally syndicated talk radio host and a Fox News contributor.

$185,911 Dollar Bail for Palmdale man arrested in donation scam, From Bail Bondsman in Palmdale Ca
A Palmdale man has been arrested and charged with grand theft after a woman saw a funeral collection box on display at a grocery market with the photo of her two daughters, who are alive, authorities said.
When the mother, Desiree Ramirez, approached the Vallarta Supermarkets' store manager, she was told a man identifying himself as Joel Perez said he was raising money for the funeral of his two nieces, according to Deputy Omar Chavez of the Los Angeles County Sheriff’s Department. A second box was placed at nearby Mi Ranchito restaurant.
Supermarket employees arranged a time for the suspect, Saul Lopez, to come pick up the donation box, which by that point contained $437.51, and he was arrested Tuesday when he showed up, Chavez said. Lopez told authorities he found the picture of the girls on the street and came up with the scam because he needed money in the bad economy, Chavez said.
"This is just outrageous that someone would use something as tragic as the death of young children to take advantage of good people,” Chavez said. “This might also cause people to not give to those who really need it."

From Bail Bondsman in Compton-Parents arrested after 6-month-old baby burned in Compton
Two Compton parents have been arrested on suspicion of child endangerment after their 6-month-old daughter received second-degree burns from a floor heater, authorities said today.
Monya Denise Earl, 26, took her daughter to Martin Luther King Urgent Care Clinic at about 10:30 p.m. Monday and was told she would have to go to another hospital for treatment and that the L.A. County Department of Children and Family Services would be called.
“She said, ‘OK,’” said Sgt. Raul Regalado of the L.A. County Sheriff's Department.
But instead of going to the hospital, she went back to her home, authorities said. Deputies soon followed, finding a filthy house and narcotics hidden under one of the beds, authorities said.
Two other children -- 2-year-old and 5-year-old boys -- were also in the house.
“Obviously she didn’t want [children services] to come to their home,” Regalado said.
The baby girl was taken to Long Beach Memorial Hospital, where she was treated for burns on her left hand. All three children were placed into protective custody with the Department of Children and Family Services.
The parents, Earl and Damien Ramon Morgan, 32, were arrested on child endangerment and narcotics charges, sheriff’s officials said.
The suspects have been released pending further investigation. We will update the story as it relates to bail as we receive the information.

From Orange County Bail Bondsman-No Bail for Ex-CHP officer convicted for trying to have sex with minor
Stephen Robert Deck, 55, a Carlsbad resident who spent 23 years with the CHP, was found guilty of one felony count of attempted lewd acts on a child under 14, the Orange County district attorney's office said.
Deck was among 13 men swept up in a 2006 undercover sting by the Laguna Beach Police Department.
He initially had conversations over the Internet with a person he believed was a 13-year-old girl. He was in fact communicating with an adult volunteer from Perverted-Justice.com, a nonprofit organization that works with law enforcement nationwide to catch Internet sexual predators, prosecutors said.
Deck continued online communications and phone calls with an undercover officer who sounded young, authorities said. He made graphic sexual comments, including a statement about eating pie, according to prosecutors.
After arranging to meet the girl, Deck showed up at a Laguna Beach apartment with a key lime pie and a digital camera, prosecutors said. He was arrested at the scene.
He is scheduled to be sentenced Jan. 22 at the Santa Ana courthouse. He could serve up to four years in state prison.

From Bail Bondsman in Santa Monica- $2.0 Million Dollar Bail for Santa Monica man arrested in alleged murder for hire plot
Police have arrested a Santa Monica man for allegedly soliciting the murder of a former business partner in the aftermath of a bitter court fight, according to authorities and court documents.
Paul Harwood, 54, was arrested Wednesday at his apartment, where investigators had served a search warrant and found evidence of the plot and a small amount of cocaine, authorities said.
Police declined to identify the intended victim.
According to court documents, Harwood and a longtime friend had formed a trucking business in Fontana three years ago. The company made arrangements for trucking companies to park their rigs overnight in yards where the freight could be kept safe from theft during long hauls around the country.
However, the men had a falling out and Harwood was eventually fired. The suspect claimed in a lawsuit that the company owed him at least $150,000, and had engaged in a campaign to smear him.
Harwoods current bail is set at $2.0 Million Dollars, his next court date will be in Los Angeles Dept 31 on 12/31/09. We will update the story as it relates bail as we receive the bail information.

No Bail for Newlywed convicted of throwing bride of cliff, From Bail Bondsman in Torrance
A 28-year-old Torrance man was convicted of throwing his bride off a cliff in Rancho Palos Verdes.
Brandon Manai, who was found guilty of first-degree murder Thursday in the death of 24-year-old Julie Rosas, faces 25 years to life in prison when he is sentenced in February, said Deputy Dist. Atty. Jodi Link.
Manai -- who was on probation because he choked his girlfriend to the point of unconsciousness as a teenager -- and Rosas had only been dating a short time when they married on June 19, 2005, in Las Vegas. The relationship had been rocky, with late-night arguments, Manai showing up at Rosas' workplace unannounced, and incessant phone calls and texts at all hours, Link said.
Within 48 hours of their wedding, Rosas was asking her friends how to seek an annulment.
On July 2 of that year, Manai picked up Rosas and was supposed to drive her to a downtown nightclub where she would meet up with girlfriends. Cellphone signals showed the pair made it to downtown, but they never made it to the club and her friends never heard from her, according to the prosecutor.
Cellphone records show the pair went to a cliff in Rancho Palos Verdes. Around 2:30 a.m. on July 3, Manai threw Rosas off the cliff, 200 feet to her death, Link said. Her body was found by a beachgoer 12 hours later.
The following day, Manai confessed to a friend over lunch. That individual testified during the trial.
Manai spent the next three days covering up his crime -- destroying Rosas’ belongings, calling her home and looking for her, using her cellphone to place calls and writing a diary entry in which he wondered where his wife was, Link said. Notably, he did not send her a single text, a marked change from before July 3, when he sent her up to 55 texts per day.
Rosas' body lay at the morgue, unidentified, until July 6, when her family filed a missing persons report. Once she was identified and police questioned Manai, he denied ever being in Rancho Palos Verdes with Rosas, but his cellphone records proved he was lying, according to Link.
The jury deliberated for six hours before convicting Manai.
As Manai has been convicted he will have no bail, He will remain in custody at Mens Central Jail in Downtown Los Angeles until 2/9/10 when he will be sentenced.

Detectives foil cable power box theft ring in Palmdale, from Bail Bondsman in Palmdale
Los Angeles County sheriff's detectives have foiled a Palmdale crime spree involving the theft of more than $70,000 worth of cable power boxes, authorities said today.
On Tuesday, a resident reported seeing two men removing items from a cable junction box near the 35400 block of 85th Street East, authorities said.
The suspects were operating out of a black Chevrolet Camaro, and when deputies tried to detain the car, one of the suspects fled on foot, authorities said.
The other suspect, Louis Merlin, 18, of Palmdale, was arrested on suspicion of grand theft after deputies found three stolen power supply units from the cable junction box in the car, authorities said.
Further investigation led detectives today to the home of the other suspect near the 900 block of East Avenue Q. Detectives arrested Ismael Sarabia, 20, whose stepfather, Walter Avila, 31, also was arrested after detectives found evidence linking both men to the theft ring, authorities said.
Law enforcement officials believe the trio may be responsible for the theft of about 35 power supply units, which are valued at $2,000 each.
The suspects apparently opened the cable boxes with a key, which Avila allegedly acquired while working for subcontractors installing cable in neighborhood developments, sheriff's officials said.

Politician Corruption Again..SAN JACINTO CA: Council members indicted, From Bail Bondsman in San Jacinto and Riverside County
By CRAIG SHULTZ-North County Times
More than a dozen speakers called for four indicted members of the San Jacinto City Council to resign Thursday during their first meeting since they were arrested last month in what was called the worst case of government corruption in county history.
Although about 150 people attended the meeting ---- more than twice the normal crowd ---- and four people carried protest signs asking the council members resign or be recalled, the evening was relatively calm.
There were cheers and groans at times as City Manager Barry McClellan asked the audience to raise their hand to show support instead of whooping and hollering.
Stubblefield was the only council member to address the charges.
"I can't talk about the charges against me, but I can tell you I'm innocent," he said. "Those who know me know my character and moral beliefs. ... I hope all of us can work together through this difficult time."
Stubblefield said he would not seek re-election when his term expires in December 2010.
As part of the meeting, the council held its annual reorganization, where a mayor and vice mayor are selected.
Potts nominated Stubblefield for a second consecutive term, which drew groans from the audience and complaints from Steve Di Memmo, the only council member not under suspicion.
Di Memmo nominated himself, saying the mayor should be someone not under suspicion of committing a crime.
"Because we do have a cloud over us right now, it's going to be hard for the community to accept a mayor who has a cloud over him," Di Memmo said. "The community should have someone sitting in that position as an unindicted individual. ... We have to show the public that we are going to maintain our integrity through this tough time."
McClellan, attending his last meeting before retiring at the end of the year, invited members of the audience to express their opinions about the selection of the mayor; 13 people spoke against the indicted members and in favor of Di Memmo and five spoke in support of the other four.
There were two common themes among the speakers: Innocent until proven guilty and cloud of suspicion. Most speakers used one or both terms.
A number of failed council candidates and a former council member spoke.
Some of the harshest words came from Bernie Simon, the elected city treasurer.
"Don't slap the people of this community in the face," Simon said. "Let's not have an indicted mayor. I beg of you."
Ultimately, Stubblefield was selected mayor in a 3-1 vote, with Di Memmo dissenting. Di Memmo was unanimously selected vice mayor.
Before serving the recall papers, Brian Hildreth, the attorney for the recall group, again asked the council members to resign.
"The committee asked me to request your resignations immediately and not allow this city to continue with a black cloud over it," Hildreth said.
Alleging 56 felonies and 99 misdemeanors, the 155-count indictment also named Ayres' wife, Nancy, a local school board member; Stephen Russell Holgate; Byron Jerry Ellison Sr.; Scott Douglas Shaull; and Robert Edward Osborne.
The indictment alleges the nine were involved in a tangled web of conspiracy that sought to cloak the source of hundreds of thousands of dollars in campaign contributions. The donations were for Jim Ayres' failed 2006 bid for the Republican nomination for a state Assembly seat and successful 2008 council re-election campaign, as well as for Nancy Ayres' 2008 campaign for the San Jacinto Unified School District board.
The primary source of most of the cash was Holgate, a real estate developer, according to the 68-page indictment.
We have no bail information at this time, it appears the original arrests were made last month and booking info is not available.

More than a dozen speakers called for four indicted members of the San Jacinto City Council to resign Thursday during their first meeting since they were arrested last month in what was called the worst case of government corruption in county history.
A Riverside County grand jury indicted nine people ---- including San Jacinto Mayor Dale Stubblefield and Councilmen Jim Ayres, John Mansperger and Jim Potts ---- on charges of bribery, perjury, money laundering, tax fraud and filing false campaign-contribution reports. Each of the defendants has pleaded not guilty to all of the charges.
When no resignations were offered, Ayres, Potts and Stubblefield were served with recall papers. Mansperger would have been as well, but he was absent from the meeting following the recent birth of a daughter.

P.C. 1275 Hold for Former congressional candidate accused of stealing a Mercedes and writing bad checks Throughout Orange County, from Bail bondsman in Orange County
A onetime congressional candidate accused of defrauding Orange County hotels, intentionally writing bad checks and stealing an expensive luxury car from a local dealership is scheduled to go on trial Monday, prosecutors said today.
Delecia Holt, 48, is charged with nine felony counts for offenses spanning three years and amounting to more than $55,000, said Farrah Emami, a spokeswoman for the Orange County district attorney’s office. The allegations include grand theft, unlawfully taking a vehicle and defrauding an innkeeper and a telephone company. She also faces charges of lying about her income status to fraudulently acquire goods and gain financial assistance.
Holt ran as a write-in candidate for the 47th Congressional District in Orange County in 2005. She was a candidate for the 53rd Congressional District in San Diego the following year. Her trial is expected to start Monday at Orange County Superior Court in Santa Ana.
According to prosecutors, Holt went to an Orange County Mercedes Benz dealership in 2005 and wrote a bad check for just under $13,000. The amount was supposed to be a down payment for a $32,000 car. Holt never made any legitimate payments for the car and there were insufficient funds in her account to cover the down payment, prosecutors said.
From July to September 2007, Holt wrote three separate checks totaling $5,000 to the Comfort Suites in Lake Forest, where she allegedly lived for three months, prosecutors said. The checks all bounced, and Holt fled the hotel after failing to make any legitimate payments for her bill, they said.
Holt also allegedly committed perjury by intentionally deceiving the Orange County Social Services Agency when she lied on a welfare document in August 2007 and failed to disclose that she had received income in the form of child support, prosecutors said.
She is accused of committing welfare fraud by accepting about $900 in welfare funds for which she was ineligible.
“She misrepresented her status and fraudulently received financial aid as a result of that,” Emami said.
Holt’s indiscretions continued in October 2007, according to prosecutors, when she allegedly hosted a comedy night fundraiser at a Dana Point hotel under the pretense of raising money for Habitat for Humanity. The event failed to raise any money.
Holt is accused of writing a check for $15,000 to the hotel from a personal account to cover the cost of the event, even though she knew her account had insufficient funds. She also allegedly wrote bad checks totaling $2,000 to the four comedians and failed to pay a photographer and videographer for the fundraiser.
Prosecutors claim Holt opened multiple phone accounts through Sprint from December 2007 to November 2008 but failed to make payments on more than $5,400 in bills.
Holt also wrote a $3,000 check to Regal Entertainment Group in 2008 as payment for advertisements in movie theaters, but the check was declined due to insufficient funds, prosecutors said.
If convicted on all counts, Holt faces a maximum of 11 years and eight months in state prison.

No Bail for LAPD Detective Accused of Murdering Ex-Boyfriends Wife nearly 24 Years Ago, by Bail Bondsman in Los Angeles
Los Angeles - A veteran Los Angeles police detective was ordered today to stand trial for murder in the shooting death of her ex-boyfriend's wife more than 23 years ago in Van Nuys.
Stephanie Ilene Lazarus, 49, is accused in the Feb. 24, 1986, slaying of 29-year-old Sherri Rasmussen, a Glendale Adventist Medical Center nursing supervisor who was shot three times in the chest at her Balboa Boulevard townhouse.
Police initially thought the death may have been related to some nearby burglaries, although Rasmussen's husband, John Ruetten, told police at the time they should talk to his ex-girlfriend -- Lazarus -- who had been a police officer for two years.
But the case went cold until 2004, when the coroner was asked to retest DNA from a bite mark on the victim, and when the test was finally conducted, it was determined the DNA belonged to a female.
Lazarus remained on the force for 25 years -- assigned to the LAPD's art theft unit -- until she was arrested and charged in June, and ordered the following month to provide a dental impression that could be compared to the bite mark on the victim's arm.
An LAPD criminalist who examined a DNA sample from Lazarus and DNA from the bite mark on the victim's arm testified Wednesday that they matched.
The combination of those genetic markers is found in one in 402 quadrillion people, criminalist Jennifer Butterworth told the judge.
Under cross-examination, she acknowledged the tube containing the genetic material was inside an envelope that was torn and later re-packaged inside a larger envelope and that the tube didn't contain a security seal.
The hearing -- which lasted just over three days -- also included testimony from a Los Angeles police detective who said the victim's husband had made it "very clear" to police that he thought they should talk to Lazarus.
Nuttall testified that Ruetten said he became "very good friends" with Lazarus when they lived in the same dorm at UCLA, and that "the relationship had become fully intimate" after college.
According to the detective, Ruetten said that after Lazarus found out in June 1985 that he had gotten engaged to Rasmussen, she went to see him, declared her love for him and they had sex.
Los Angeles Superior Court Judge Robert J. Perry ruled that prosecutors presented "ample" evidence to support the murder charge, along with sufficient evidence that she personally used a firearm in the commission of the crime.
But the judge determined that there was insufficient evidence to support two special circumstance allegations -- murder while lying in wait and murder during the commission of a burglary, that would have made Lazarus eligible for the death sentence if convicted.
Prosecutors have not yet decided if they will re-file those allegations. Without the, the murder charge and gun use allegation carry a maximum 27-year- to-life term, according to Deputy District Attorney Shelly Baron Torrealba.
In arguing there was enough evidence on the lying in wait allegation, the prosecutor told the judge that Lazarus must have "watched and waited" for a time when Rasmussen's husband would be away from home. He noted that Lazarus wrote in a 1985 journal entry that she had watched John Ruetten's car for at least a half-hour on one occasion.
The prosecutor also contended that Lazarus tried to bind the victim and that Rasmussen resisted, and that Lazarus realized she might be suspected in the woman's death so she pulled out a drawer in an effort to mislead investigators into believing the crime involved a burglary that went wrong.
Lazarus' attorney, Mark Overland, countered that the prosecution had not proven the special circumstance allegations, saying he did not think there was any evidence to support lying in wait.
Lazarus has been jailed without bail since her arrest, but Overland told the judge that he plans to ask that bail be set at a Dec. 18 hearing at which Lazarus is to be arraigned.
Outside court, he said he hadn't decide what bail amount to request for Lazarus, but told reporters that the bail schedule is $1 million for a murder charge.

UPDATE 12-18-09 Los Angeles Superior Court
The judge in the Lazarus' case has set the bail to $10-million for the LAPD detective who is accused of murdering ex-boyfriends wife.
The unusually high amount, which Los Angeles County Superior Court Judge Robert J. Perry compounded, Lazarus' attorney said, by requiring it to be presented in cash, sent a wave of gasps through the courtroom. Lazarus showed a rare sign of emotion as her head fell in disappointment.
Her attorney, Mark Overland, said his client had no way to amass the money – meaning she will remain in detention until her trial, which is not likely to open for several months.
As they have throughout the trial proceedings, the parents of the victim, Sherri Rae Rasmussen, sat stoically in the courtroom.
The amount was double what prosecutors had requested and far greater than the $300,000 to $500,000 Overland had sought.
In leading up to his decision, Perry summarized the reasoning behind his decision. Calling it “an admittedly unusual case,” he said prosecutors had presented “compelling evidence” at a preliminary hearing that spoke to Lazarus’ “motive, means, opportunity and identity.”
He acknowledged that Lazarus, if freed on bail, would have access to weapons through her husband, who is also an LAPD detective, and could be a risk to herself and others. The most pressing issue for Perry, however, was the “strong incentive,” he concluded, that Lazarus has to flee and the likelihood she would in fact do so.
The usually even-keeled Overland reacted with dismay afterward, saying he interpreted Perry’s decision as a de facto denial of bail and plans to appeal the amount.
“It’s ridiculous. Phil Spector gets $1 million bail? Robert Blake get’s $1 million bail? They’ve got the money to go anywhere,” he said, referring to the celebrity music producer and actor recently tried on murder charges. “Who has $10 million cash? It is basically preventative detention.”
Perry “does not know the case,” Overland said, reacting to the judge’s forceful comments about Lazarus and the evidence against her. “He’s only seen bits of it.”
Sherri Rae Rasmussen, 29, was killed in her Van Nuys condominium Feb. 24, 1986. The original investigators on the case were convinced that Rasmussen had been killed by a pair of men who were burglarizing the home. Detectives concluded that was wrong when they reopened the case early this year and DNA tests on the saliva showed that it belonged to a woman.
They retraced the investigation, once again interviewing Rasmussen's parents and her husband, John Ruetten. As they had at the time of the killing, the family and Ruetten told investigators about Lazarus, whom Ruetten had dated for several years before meeting Rasmussen.
Bail is normally set by a bail schedule created by the county courts system, the judge does have the authority
to raise or lower the bail. The judge brings several factors into their decision on whether bail should be raised, lowered, or even denied; the defense attorney also does have the ability to appeal at a later time.

Cold Case Solved. No Bail for Suspect who Allegedly Raped and Murdered an 80 year old woman at age 16, from Bail Bondsman in Los Angeles
More than 30 years had passed and the feelings of shock were still fresh in the quiet Mar Vista neighborhood where Alice Lewis, 80, was raped and murdered in her home.
"It was always something in the back of your mind," said Cicely Overman, 67, who still lives two doors down. "Who did this? Who did such an awful thing? How could you rape and kill an old woman like that, a helpless person like that?"
For decades, police had no suspect in the 1975 slaying. But in August, DNA evidence left at the scene was matched with that of Dennis Vasquez, a 50-year-old convenience store clerk living in Historic South-Central. Police were able to swab his DNA after a routine traffic stop because he had several outstanding arrest warrants.
For longtime residents, Vasquez's arrest brought some degree of closure to a chilling neighborhood murder mystery. But it also brought more questions, given that the suspect would have been just 16 at the time of the crime.
Safe area
The Mar Vista neighborhood where Lewis lived in 1975 was a quiet one. Residents felt safe and few locked their doors.
Children played on the tidy lawns outside a row of upper-middle-class homes occupied mostly by families and newlyweds. Locals strolled in the cool ocean breeze, greeting neighbors by name.
"Just your basic 'Leave It to Beaver' kind of neighborhood," said Det. Tim Marcia of the Los Angeles Police Department's cold-case unit.
Despite how close-knit the neighborhood was, very few residents on Meier Street knew Lewis, who lived alone in a one-story home. Her husband was friendly and congenial with local kids, but after he died, the woman they called "Ms. Lewis" became a homebody.
One neighbor would stop by from time to time to deliver fresh baked cookies. Lewis' son and two grandchildren visited too. A home-care nurse came by weekly to read her stories and help her bathe.
But on her last visit, she found broken glass blanketing the floor, police said. The window of the back door had been smashed in. The nurse called out to Lewis. She found Lewis' body in the hallway outside her bedroom. There were signs that she had been raped and suffocated.
Authorities suspected a local, someone who would have known that she lived alone and knew she would be home: Nighttime attackers usually expect to be confronted, police said. The attack shook neighbors, some of whom still live there. Overman lived just two houses down from Lewis. On her way to a poker game with friends in Gardena, she thought she saw the killer leave. She told police.
As one of the few singles in the neighborhood, Overman was worried that the man she thought she witnessed leaving Lewis' home would come back for her. She spent at least one night after the slaying at a friend's place.
"I was young. I didn't know Ms. Lewis," Overman said. "I didn't think about this woman being murdered. I was just scared. I think everybody was."
For years, the case weighed on detectives in the LAPD's cold-case unit, which is responsible for unsolved murders.
But in August, Marcia got an e-mail from the state's DNA database with news of the match.
"When the e-mail comes in, and it's an old report number, I get a little excited because I know it's one of our murders," Marcia said. "You go 'OK, we got one.' "
The man whom police now suspect killed Lewis was a local teen who attended nearby Venice High School. In an old yearbook, Vasquez is pictured with a wide smile, his curls parted down the middle, flowing almost shoulder-length to both sides.
After high school, Vasquez seems to have had trouble setting his life on track. He had a number of wives and girlfriends and frequent run-ins with the law, police said. They said that he had held a job as a night manager at Domino's Pizza for a period, but that Vasquez was basically a career criminal, with arrests for muggings in the '70s, a narcotics arrest in the '80s and a reduced kidnapping charge in the '90s.
But none of Vasquez's convictions approached the viciousness of the rape-murder police allege he committed as a teenager.

Update 12/17/09
Los Angeles - A 22-year-old ex-con who allegedly raped and stabbed a 39-year-old Venice woman pregnant with twins pleaded not guilty today to three counts of murder.
Boneetio Kentro Washington of Culver City could face the death penalty. He is due back in court Jan. 12.
Washington, who is being held without bail, is charged with three counts of capital murder, including the special circumstances of multiple murders, murder during a rape and murder during a burglary. He is also charged with one count of rape and one count of sexual penetration.
Authorities believe Washington attacked Eun Y. Kang of Venice about 10 p.m. Dec. 8 in the 1600 block of Electric Avenue, near Venice Boulevard, police and coroner's officials said.
"I heard her scream, and I turned on the lights in my room and outside - - the porch light -- and I had my flashlight. I had it on shining my light in there," Kang's landlord, Arnold Springer, told reporters. "She was screaming `No. Don't do that. Don't do that. No.' I shined my light in there and I saw him. He was raping her."
Springer told reporters that he screamed "Don't do that. Stop that. I'm going to call the police. And I banged on the glass window with my flashlight and he didn't stop."
Washington was arrested inside the home when police responded to a 911 call, authorities said.
When officers entered the victim's home, they found Kang bleeding from multiple stab wounds, police said. She was taken to a hospital where she died.
Kang was four months pregnant, police said. It was initially believed only one fetus had been destroyed, but it was determined later that the woman had been carrying twins.
Prosecutors will decide later whether to seek the death penalty for Washington.
Washington has convictions for assaults in North Carolina and committed other crimes in West Los Angeles. In September, after serving two months in a state mental hospital, Washington pleaded no contest to a felony count of residential burglary stemming from a December 2008 break-in and was placed on three years probation. His sentence also included 335 days in jail, but he was given credit for time he had already served.
